The organised labour has called off its industrial action originally scheduled to begin at 12am on Tuesday in the final lap of its agitation for the raising of the national minimum wage from N18,000 to N30,000.

Ayuba Wabba, National Chairman of the Nigeria Labour Congress (NLC), made the announcement in Abuja very late on Monday night — minutes before the industrial action was to kick off — after the second leg of the marathon meeting of the tripartite committee constituted by the Federal Government to decide a new national minimum wage. "The tripartite negotiating committee, as rightly put by the chairperson, has, this period, concluded its assignment; agreements have been reached, and also documents have been signed," Wabba said.

"The report will be submitted to Mr. President tomorrow by 4:15pm. Therefore, organised labour, we want to use this medium to thank all the tripartite partners for their understanding, and importantly for concluding this important national assignment. 

“And having reached this position, and also the fact that the assignment has been concluded, the organised labour also decided that the proposed strike action is hereby suspended.”

Ama Pepple, Chairman of the committee, added: “I am happy to report to you that we have concluded our assignment and we will submit our report to the President by 4.15pm on Tuesday.

“We will reveal the figure at the presentation.”

Neither party disclosed to the media exactly what agreement had been reached.

Kashim Shettima, Governor of Borno state, has sworn in 21 newly appointed commissioners to serve as members of the State Executive Council.

This comes seven months before the end of the governorship tenure of Shettima, who was first sworn in as Governor in 2011 and will quit the post on May 29, 2019.

The swearing-in ceremony took place at the Government House, Maiduguri, on Monday and was administered by the acting Chief Judge of Borno State, Justice Fadawu Umoru.

The event was held amidst tight security, and attended by an unprecedented crowd, including supporters from the ruling All Progressives Congress (APC) in the state.

The Governor had dissolved the former cabinet a week before the election of APC candidates to allow some of the aspirants, who were commissioners, participate in the elections.

Of the 21 commissioners, most of them served in the former cabinet and were re-appointed. They are Kaka Shehu Lawan, Adamu Lawan Zaufanjinba, Mustapha Fanarambe and Babagana Tijjani.

Speaking at the occasion, Shettima enjoined the appointees to work assiduously in the course of discharge of their duties.

He said: "I urge all of you to be up and doing to ensure our great ruling APC sweeps all elective positions across the state. I also enjoin you to work assiduously to ensure that all ongoing projects are completed as soon as possible for the benefit of our people.

“Your appointments are based on merit and in line with the 1999 constitution of the Federal Republic of Nigeria and Section 192 of the Constitution as amended.

“Considering your expected tremendous contributions to the general development of the state, you should therefore work hard and be dedicated to duty, so that government can benefit from your expertise to uplift the living standard of the citizenry."

The Governor restated the determination of his administration to focusing on the welfare of civil servants and improve the living conditions of the people.

He also appealed for support and understanding regarding security challenges in the state, and expressed optimism that peace would be restored.

Winifred Oyo-Ita, the Head of the Civil Service of the Federation, has directed workers to ensure that they report to their duty posts on Tuesday despite plans of the organized labour to begin an indefinite strike.

In a circular titled ‘Notice of court injunction on proposed strike action: Directive for compliance’ and dated November 5, 2018, Oyo-Ita said the order became necessary because the National Industrial Court had restrained the Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC) from embarking on the industrial action on Tuesday pending the determination of the substantive suit on Thursday November 8. 

In the circular, signed on behalf of the HOCSF by the Permanent Secretary, Service Welfare Office, Mrs. Didi Walson-Jack, all permanent secretaries were asked to ensure strict compliance with the directive.

“The attention of the Head of the Civil Service of the Federation has been drawn to the order of interim injunction by the Abuja Division of the National Industrial Court of Nigeria dated November 2, 2018 restraining the Nigeria Labour Congress, the Trade Union Congress and their members from embarking on or taking part in the strike or industrial action to commence on Tuesday, November 6, 2018,” read the circular.

“In view of the above, I am directed to inform you that all staff are expected to continue to report at their duty posts to carry out their duties pending the hearing and determination of the motion on notice for interlocutory injunction.

“All Permanent Secretaries and Heads of extra-Ministerial Departments and Agencies are to bring the content of this circular to the attention of their staff and ensure strict compliance.”

President Muhammadu Buhari has enjoined the Nigeria Labour Congress (NLC) to put off the nationwide industrial action planned to commence on Tuesday.

According to Femi Adesina, Special Adviser on Media and Publicity to the President, the President made the appeal at the Presidential Villa on Monday while receiving members of Retired Career Ambassadors of Nigeria (RCAN).

He said Buhari implored the labour union to consider his efforts in putting the economy right, as well as the huge infrastructural deficit in the country, which his administration is struggling to overcome.

“President Buhari also appealed to the Nigeria Labour Congress to consider what this government inherited and the more it is doing with fewer resources in putting the economy right,” the statement read.

”There is no part of the country I haven’t been to, having attempted to be President four times. I know the condition of our roads. The rails were literally killed, there was no power despite the admittance of some previous leadership that they spent $16bn on the sector.

”Today, we are getting our priorities right and we believe that of the three fundamental issues we campaigned on — security, the economy and fighting corruption, we have remained very relevant and Nigerians believe we have achieved something. “I will do my best to see that where there are possibilities of making a quick improvement on infrastructure, we will do it."

A Federal high court sitting in Lagos South-West Nigeria has adjourned till November 15, 2018, the suit filed by Buruju Kashamu, the senator representing Ogun East senatorial District, to forestall a fresh move by the Federal Government Nigeria to extradite him to the United States of America for drug-related charges.

Joined as defendants in the suit are the Inspector General of Police, the Lagos State Commissioner of Police, the Director of state Security Service DSS, the National Drug law Enforcement Agency (NDLEA) and the Attorney General of the Federation (AGF).

When the matter was mentioned on Mondday, Barrister O. O. Odubela-Nasir, the counsel representing Kasamu, told the court that the matter was adjourned till Monday for hearing and all the respondents had been served with proof of service in the court's record; consequently, the presiding judge, Chukwujekwu Aneke, directed her to move her application.

Thereafter, she told the court that the application, dated May 31 2018 but filed on June 14, was supported by a 33-paragraph affidavit with three exhibits.

However, the counsel representing the DG, Department of State Service (DSS), Mr A O Bajela, imformed the court that he had not been served with the further affidavit filed by the counsel to the applicant.

Consequently, Justice Aneke adjourned for further hearing for the  applicant to regularise her position.

Kashamu urged the court to restrain the respondents and their agents from arresting or detaining him in any manner whatsoever interfering with the applicants's right to personal liberty and freedom of movement.

However, in a counter affidavit sworn to by NDLEA litigation officer, Kareem Olayinka, the deponent averred that Buruji Kasamu had never been exonerated of any complicity in any crime by any court either in Nigeria, United States of America or United Kingdom, so his talk of exonerationis false.

The Nigeria Heath workers under the aegis of the Medical and Health Workers’ Union of Nigeria (MHWUN) on Monday vowed to join the looming strike by the organised labour, scheduled to commence on Tuesday.

Therefore, the union has directed its members to shut down operations in their various working places by midnight on Monday 5th November 2018 and proceed on an indefinite strike.

Biobelemoye Josiah, President of the union, said the government should be held responsible for any hardship that may occur as a result of the strike.

“You may recall our national Bbody, the Nigeria Labour Congress (NLC) and the [rest of the] organised labour have called on all workers in Nigeria to gear up for an indefinite nationwide strike, which will commence minight today," he said.

"This is as a result of the Government’s failure to implement the constitutional requirement of the upward review of the national minimum wage which is long overdue."

He explained that the tripartite agreement that arrived at the N30,000.00 minimum wage increment has been jettisoned by the Government, and it does appear there is no will on the part of the government to review and implement the legitimate demands of the Nigerian workers.

“We call on all our members nationwide to remain resolute and be committed to the effective and orderly implementation of the nation-wide strike commencing tomorrow except the government has a change of heart before then," Josiah added.

“The government should be held responsible for the economic and socio hardship that might occur during the strike which abinitio should have been avoided if the right thing had been done. It’s very obvious that the N18,000.00 National Minimum wage is no longer feasible and it is a trivialisation of a living wage.

The Lagos-Kago train is set to resume service on Friday after a one-month suspension. 

The plan to resume service was disclosed to journalists on Monday by Niyi Ali, Director of the Nigeria Railway Corporation (NRC).

The Lagos-Kano was suspended following torrential downpour that washed away rail lines across the country. 

SaharaReporters gathered that states on the rail lines such as Oyo, Kwara, Niger, Sokoto, among others were affected by the disastrous rainfall.

It was learnt that the decision to resume the operations was reached today by the NRC management.

“Normal services will resume on the line this Friday”, Ali said.

The Lagos-Kago train is set to resume service on Friday after a one-month suspension. 

The plan to resume service was disclosed to journalists on Monday by Niyi Ali, Director of the Nigeria Railway Corporation (NRC).

The Lagos-Kano was suspended following torrential downpour that washed away rail lines across the country. 

SaharaReporters gathered that states on the rail lines such as Oyo, Kwara, Niger, Sokoto, among others were affected by the disastrous rainfall.

It was learnt that the decision to resume the operations was reached today by the NRC management.

“Normal services will resume on the line this Friday”, Ali said.

Boko Haram succeeded in raiding an Internally Displaced Persons (IDP) camp in Dalori, Borno State, on Wednesday night because the soldiers manning the place took to their heels the moment the insurgents arrived in their scores, SaharaReporters has been told. 
 
For two hours on Saturday, the camp, which hosts 12,600 civilians seeking refuge there after having fled the violence in north-east, came under heavy attack, at the end of which at least eight people were killed and some women abducted.

Speaking very briefly with SaharaReporters on Monday, a displaced person who witnessed the attack said the soldiers were outnumbered and would likely have all been killed had they stayed back.

“That camp is close to Dalori 1 and it’s on Bama Road. It is not far from Maiduguri even though it’s in Konduga Local Government; it’s still Maiduguri. Therefore, we all thought we were safe,” said the IDP.

“There are soldiers, Police, Immigrations and Civil Defence officials all in the camp, yet those Boko Haram guys entered the camp, burnt the tent, burnt the village adjacent the camp and even a checkpoint in that area. Those BH guys ran their operation for two hours, from 7:30pm to about 9:30pm. The Army only showed up after 10:00pm.

“The soldiers ran away. Even the Police, Civil Defence and Immigrations officials in that area, they all ran away. In fact, the soldiers took off before the IDPs. The soldiers were not plenty; they were not more than 10, so really I would not blame them. However, the BH guys were so many — probably close to 100. But the soldiers are not to blame; they were simply outnumbered.”

SaharaReporters also understands that the attack shook the international humanitarian community; since the camp is in state capital, there is now heightened worry about the safety of aid workers — particularly in the light of Boko Haram’s recent murder of healthcare workers it kidnapped earlier in the year.

After the attack, the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) issued a statement asking the Nigerian government to “improve on its duty of protecting the people from such hostilities”.

“Boko Haram carried out the attack on the camp adjacent to Dalori village and on four surrounding communities after dark, killing at least eight people and injuring dozens more, kidnapping women, and burning and looting homes, shelters and food stocks. Hundreds have also been displaced as a result, according to the National Emergency Management Agency,” read the statement, issued by Samantha Newport, OCHA’s Head of Communication, on behalf of Edward Kallon, the UN Humanitarian Coordinator in Nigeria.
“I urge the Government of Nigeria to step up the protection of innocent people. Attacks on camps for internally displaced people threaten these innocent women, children and men who have already fled their homes as a result of the ongoing conflict.” 

More than 20 aid organisations are providing assistance including food, safe water, sanitation, medicine and shelter to thousands of people in the north-east.

These are very auspicious times. For states under induced violence and killings, there is every need to tramp with caution, because the political scavengers are back. They are on the prowl,   enriched in more tricks and deceptions in the quest for power.

Leadership of any state in Nigeria is quite difficult. It has enormous responsibilities. Governors battle both seen and unseen forces to keep the ship of state afloat. I must not pretend to be a happy man, when my home state of Plateau, an acclaimed home of peace and tourism has become the oven of violence and the basket of blood.

For over a decade, we lived under this deadly spell and scourge. Interestingly, the instigators of the violence and bloodbath had no therapy to quenching the conflagration. It deepened, intensified and expanded tentacles, exposing the shame of our collective failure as a people. To say we are all guilty is to put it mildly.

We suffered variously. There was physical violence and bloodbath; Plateau people came under the yoke of unpaid salaries and pensions. Our companies and industries folded up because of insecurity and investors relocated to safer abodes. Unemployment and youth restiveness peaked.  Under- development in all sectors of the economy bared its fangs on us. 

There was conspicuous helplessness and despair. Wailings from a people consistently burdened and traumatized pierced the heart of God. We lost prestige, dignity and honour. We fretted away everything, including our humanity. Those who afflicted us, disguised and came back to us, preaching corrupted sermons as the new messiahs’ in town. God spoke to us in our isolated moments and we ignored their crooked voices. 

I was optimistic that  God Almighty does not chain His people forever. So, the hour of liberation came with the sweet splash of respite in 2015, when His Excellency, Gov. Simon Bako Lalong promenaded on the stage to lead the state.   If a leader on the Plateau, outside Chief Solomon Lar, has ever understood the people and their problems, it is Lalong.

Gov. Lalong had no time to wait, but swung into action, knowing that the violence and bloodshed must stop; the discriminatory tendencies against ethnic groups in the state must be discarded. The Governor knew,  the welfare of the people was a priority that cannot be compromised.    

Today, the narrative on the violence and bloodbath on the Plateau has changed. Yet, our oppressors; the antagonists of our Governor have refused to toe the path of honour. They resurrect the crisis from time to time, just to negatively profile the Governor.

The unfortunate incident in Dura-Du district, which led to the murder of a retired Army officer, Major. Gen. Idris Alkali drenches my heart with tears at the desperation of these anti-peoples agents to eternally keep Plateau on the boil. Why would the robbery of a shopping complex lead to violent protests and further killings by youths in the community? Why ignore the path of law or security agencies when such issues emanate? It leaves us with many unanswered questions.

I have lived all my life in Plateau. I have no any other place I can call my home, outside Plateau state. I am a witness to all the happenings on the Plateau. Let political desperadoes leave us to have the peace Gov. Lalong has worked to so hard to entrench.

Even at the risk of being classified a sycophant; I confidently insist that Gov. Lalong has changed Plateau state in every sector in the last three and a half years. Had political jobbers and ethnic bigots fully supported his efforts of transforming the state, Plateau would have recovered fully from its wounds. The land would have been completely healed.

But Plateau is awash with people who are defiantly resisting positive change. We have too many saboteurs who only thrive and profit when the land is in turmoil. So, they plot all manner of setbacks. These are known enemies of the masses.

It’s partisan times again. So, these enemies of progress and the people have adorned new masks. They are spreading false messages or illusion of hope and redemption. They easily forget the destruction they supervised yesterday and think, the people are unaware, so they would be permitted to mount the leadership horse tomorrow. It's mere wishful thinking.   

But we must be careful or else, we shall be consciously going back to Egypt. The real agenda of these political merchants and entrepreneurs is how to sustain the destruction of our state and the future of posterity. No one needs the services of a soothsayer to glean that these leaders of yesterday are quite sad that Gov. Lalong has refused to be distracted; he has remained focused on his vaunted determination to free Plateau from the grip of evil forces. 

Lalong has inflamed their hatred for ending the menace of non-payment of salaries and pensions in the state. He started clearing backlog of months of unpaid salaries and pensions even before President Muhammadu Buhari ever contemplated bailout funds to states. 

The Governor is not just contented with completing the abandoned projects he inherited from his predecessor. But has initiated fresh projects in roads construction, electricity, water supply and infrastructural development generally. And some have been completed and commissioned,  while others are at various stages of completion.  

Plateau state is no longer a haven of ethnic rivalries among the retinue of tribes which make up Plateau State. Every ethnic interest is protected in government patronage. These enemies hate to see the smile on our faces and they come to us disguised as angels. We must be watchful, fast and pray, for the bad times are back. 

However, despite the machinations of these few disgruntled and unrepentant elements, who have refused to change from their evil ways, Gov. Lalong is still doing his best to help Plateau state work. The only debt we owe the Governor is support. We should not allow our foes to wrestle him to the ground.  It will be tantamount to Israelites’ going back to Egypt;  this is something no one should contemplate. 

The ravenous wolves will skin and roast us alive. They shall restore the locust years of ethnically masterminded killings of a particular ethnic group against the other on the Plateau. We must unanimously resolve that Plateau is unprepared to return back to a period of hunger; or the days of gloom, poverty and misery. We cannot afford to endorse or reward those who loot our commonwealth to build fiefdoms for their personal families.

So, in 2019, Gov. Lalong is still the only alternative. The time is ripe for our people to discard political and tribal affiliations to stand up for the masses, whom Gov. Lalong represents. We cannot toil with our destiny anymore. May God help us never to see these Egyptians again.
