The Nigerian Centre for Disease Control has confirmed 10 new cases of people infected with Coronavirus in the country.

The new cases bring to 184 the total confirmed cases in the country.

Of the 10, seven was recorded in Lagos while three was confirmed in Abuja.

"Ten new cases of #COVID19 have been reported in Nigeria; seven in Lagos and three in the FCT.

"As at 08:00pm 2nd April, there are 184 confirmed cases of #COVID19 reported in Nigeria. 

"Twenty have been discharged with two deaths," the NCDC tweeted.

The Lagos State Government has discharged another 11 Coronavirus patients after they tested negative to the disease.

This was announced by Governor Babajide Sanwo-Olu on Thursday evening. 

He said, “I am happy to break to you, my good people of Lagos, the news of the release today of 11 more patients from our facility in Yaba. 

“They have fully recovered and have tested negative to COVID-19 and have been allowed to return home to their families.

“The patients include two females and nine males. Their results came out negative in two rounds of tests.”

The governor thanked the health workers, who worked to ensure those confirmed with the virus are well treated.

He also urged Lagosians to adhere to all guidelines to curb the further spread of the virus.

He added, “I want to use this opportunity to once again thank our frontline health workers and other professionals for their service.

“Let me reiterate that this is not the time to relax but to maintain our vigilance against #COVID19 because of the community infection that we are beginning to see.

“Again, I assure you that at the end of it all, we will hoist a flag of victory – with your cooperation and by the grace of the Almighty.”

A medical expert, Abu Clement Okolo, has said that Africa cannot run away from Coronavirus, hence the need to embrace the guidelines given by the World Health Organisation.

Clement, who spoke to SaharaReporters on the preparedness of Nigeria and Africa as a whole, said it is impossible to predict the possible turnout of events in Africa as many countries on the continent are not prepared for the pandemic.

He also expressed worry about medical experts contracting the disease.

Last week, the Provost and Deputy Provost of University College Hospital, Ibadan, Oyo State, Ezekiel Olapade-Olaopa and Obafunke Denloye both tested positive for the virus. 

On the same day, the Chief Medical Director of the hospital, Jesse A. Otegbayo, also tested positive for the virus. 

Speaking on the global spread of the virus that has now infested over one million people worldwide, Clement said happenings in European nations only go to show how unprepared Africa is.  

He said, “Corona is not something we can run away from. Corona is real. We, as scientists, know we are not prepared in Africa for what is happening.

“What everybody needs to do is to brace up, heed the social distancing, stay at home. Nobody can say the turn of the event in the coming days.

“If it is starting with the people at the top of the medical community which is the best in the Nigerian setting, you can imagine what could happen.

“My advice to everyone should abide by the WHO instructions—stay home. Believe in God and Make peace with God.”

Nigeria has recorded 174 confirmed cases so far and two recorded deaths.

Kano Road and Traffic Agency

The Kano State Government says it will prosecute any food truck driver seen conveying people from other parts of the country into the city. 

The Managing Director, Kano Road and Traffic Agency, Baffa Babba Dan'agundi, said the food will also be confiscated. 

The state government closed down all entry points into the state to stop the spread of Coronavirus.

Dan'agundi said the agency had observed that drivers were violating the recent order aimed at preventing the outbreak of the Covid-19 pandemic in Kano by transporting persons from outside the state into the city.

He said, “Henceforth, owners of goods coming into the state are directed to send along an agent who would ensure that drivers conveying their goods do so without carrying passengers as any vehicle conveying goods and passengers would be impounded and the goods confiscated.

“Truck owners are also urged to warn their drivers to comply with the Kano State Government directives and desist from conveying people to the state until a time when government deems it safe to reopen its borders to movement of people.”

The Lagos State Government has sealed the Agege Central Mosque for violating its ban on public gathering following the outbreak and continued spread of Coronavirus in the country.

Olusegun Fafore, Executive Assistant to Lagos State governor Babajide Sanwo-Olu on New Media, disclosed that the decision was taken because more than 20 persons were found inside the mosque at the time officials visited the place.

Recall that Lagos and other state governments across the country had adopted a number of measures in the wake of the outbreak of Coronavirus including closing schools, shutting land borders and placing a ban on public gathering to a limited number of persons.

On Sunday, President Muhammadu Buhari during a broadcast, announced the total lockdown of Lagos, Ogun and FCT as part of new measures to curb the spread of the pandemic.

Nigeria so far has 174 confirmed cases of the virus and two recorded deaths.

A coalition of civil society organisations has urged the Nigerian Government to ensure transparency and accountability in the management of over N30bn donated by groups, institutions and well-meaning individuals to help stop the spread of Coronavirus.

In a statement on Thursday by the Centre for Democracy and Development, Women Advocacy Research and Documentation Centre, Journalists for Democratic Rights, Civil Society Network Against Corruption, HURIDAC, Green Peoples Environmental Network, Nigerian Human Rights Community, COPEAIDS Foundation, a health-concern rights group, Civil Society Coalition for Mandate Protection, HELP Center for Development, said no one should be encouraged to profit from human misery.

The statement reads, “We appreciate all contributors and donors in the emergency funds and materials in response to the Coronavirus pandemic.

“The best that can happen is accountability. No one should be encouraged to profit from the current human misery.

“We urge all government MDAs and special task force to uphold procurement and operational standards and policies in awards and payments of services and distribution of materials.”

The coalition called for strict monitoring and evaluation of the disbursed funds by the Economic and Financial Crimes Commission to ensure that it is used for public good.

Illiteracy is defined by the dictionary simply as the inability to read and write. Someone unable to read or write could express themselves orally but when it comes down to putting pen to paper or reading a book or newspaper, for instance, their disability is exposed to their shame. Nigeria boasts of millions of cases of analphabetism especially in the rural areas. While thousands graduate yearly from the universities more and more numbers join the illiteracy class.

Analphabetism is a dangerous phenomenon given the ignorance it propagates. An illiterate is as dangerous to themselves as they are to the society at large. That is why it is said that education will forever govern ignorance! Serious-minded and well-governed societies invest heavily in education because it guarantees both development and the future.

President Muhammadu Buhari, even prior to his popular election in 2015 and controversial ‘re-election' last year, had been embroiled in academic scandal bothering on his WAEC certificate. To the opposition he never possessed any; perhaps he never sat for one. As a septuagenarian Buhari's generation could be said debatably to have had little or no academic records, so his claims and counter-claims of the opposition regarding his educational profile are understandable.

Litigations over his academic qualification for the presidency lingered for years without any definitive judicial pronouncement. He had once claimed that his CV was with the military high command! Yet the issue here is not whether he was qualified to vie for the presidency or not but whether he committed perjury by affirming what he never possessed.

A patriotic dedicated 'illiterate' who demonstrated uncanny ability to provide leadership may be preferable to a PHD holder who manifested crass incompetence in leading a new generation of Nigerians. Former President Goodluck Jonathan was said to be a PHD holder yet his presidency was riddled with corruption and ineptitude. So where is the academic link to sound leadership here?

We are not advocating for a Barkin Zuwo as President here. Sound education and leadership has something in common globally but certain factors could provide an avenue for 'divorce' especially in the African political context.

Is President Buhari a Jubril from Chad or Sudan? Nnamdi Kanu and his proscribed IPOB "terrorists" think that the Buhari we knew before he went for medical tourism that lasted months in London some years back had 'died' and was immediately replaced surgically with a Jubril from Chad or Sudan. Why Sudan or Chad and not Niger or Guinea? The so-called Jubril could have come from elsewhere!

Personally this commentator has never believed such wild claim because there was never any tangible evidence to support same. It is very cheap to allege that the number one citizen of a nation was dead and chirurgically replaced with a look-alike without the secret leaking in a digitally-powered world.

Telling us that evidence existed in the President's head covered always with cap is like asking us to replay Thomas biblically by seeing before believing. Pray, how could anyone apart from the First Lady, Aisha, or the prominent members of the notorious Aso Villa cabal ever see Buhari without his customary cap? Or do we hire a detective to do the job for us by planting a camera in his bathroom or bedroom?

A former Head of State, former Minister and former Chairman of the Petroleum Trust "Fraud" (apology to Ray Ekpu) cannot ordinarily be said not to be qualified to be President, one democratically elected. When he led us by the Jackboot in the early 80s no one in their right senses dared questioned his academic credentials. But that is beside the point.

His case is not exceptional in a continent where barbarians and cannibals like the late Idi Amin Dada of Uganda had ruled their countries ignorantly for decades. It is nothing special in our continental political space where the likes of ex-President Yahya Jammeh dictatorially caged the Gambians for decades; where the likes of Dadis Camara ruled their Guinean animal kingdom.

Is President Buhari an illiterate Jubril? Or better still, is he a glorified illiterate? A Jubril from Sudan or Chad? Well, all things considered we refuse to accept that our President cannot read and write if certain academic indices are applied. He could not have been as brilliant as Prof. Wole Soyinka in school or Alassane Ouattara as President but he 'soldiers' on taking us all down the abyss of despair.

To start with it could amount to uncharitable insolence to insinuate that a retired General who has put in decades into the Nigerian military service is barely educated or an outright case of analphabetism. It cannot stand any intellectual crucible.

You do not rise through the ranks and file in your chosen profession as an illiterate, do you? Besides, he did military courses abroad and these studies were conducted in English and not Hausa, Fulani or Fulfulde. It is therefore disingenuous to say that Buhari is anything near illiteracy!

The President may be grammatically challenged; he may not be fluent enough, he may not possess the required presidential grit and charisma to lead a great nation like ours but that is secondary in our reckoning. He may be slow to taking decisions and may not be conversant enough with global realities (Covid-19 pandemic for example) but he has been 'elected' twice to provide leadership at the national level -- even though such leadership is glaringly lacking in our embattled country.

The President may not be used to hiring and firing as circumstances dictate but nothing less could have been expected from an old health-challenged lacklustre leader. The cabal led by Mamman Daura and Abba Kyari could have seized the opportunity to circumvent power by taking presidential decisions on behalf of Buhari. But, fortunately, the ship of state is still afloat, not yet run aground.

The Peoples Democratic Party, House of Representatives Caucus, has called on the Nigerian Government to provide free electricity, tax holiday as well as stimulants for medium and small scale enterprises to cushion the impact of Coronavirus lockdown on the lives of people.

The party in a statement by Ogundu Kingsley Chinda, PDP House of Representatives Caucus leader, said government must take into account measured responses that alleviate the poor economic conditions of Nigerians and guarantee the rights of citizens.

The statement reads, “The President should as a matter of utmost urgency issue an Executive Order, pursuant to his powers preserved by Section 5 of the 1999 constitution, directing the Minister of Humanitarian Affairs, National Food Reserve Agency and National Emergency Management Authority to release and manage the distribution of food in our national reserves.

“The executive order must set out clear consequences for breach, particularly as they relate to public officials who seize on the times to make brisk businesses and gains from the miseries of the people.

“Other measures such as food prices control should be ramped up; though specific, targeted and temporary legislation for enforcement.”

The PDP caucus called on government to maximise the two weeks lockdown and open free testing and treatment centres in all zones of the country, step down VAT and give partial tax holiday on essential commodities for two months, make electricity available and free for citizens within the period of total lockdown.

Governor Yahaya Bello of Kogi State has ordered an immediate investigation into the case of brutalisation and rape of a lady by his Commissioner for Water Resources, Mr Abdulmumini Danga.

“He did not release me and took me to a hotel nearby. Over the night, he made advances and raped me.” 

In a statement, Commissioner for Information and Communication in Kogi, Mr Kingsley Fanwo, said Governor Bello would not allow intimidation and oppression of citizens of the state.

He said, “The governor, being an avowed advocate of fundamental human rights, is shocked by these allegations and will not allow them go without being investigated.

“The governor has ordered accelerated investigation into the matter and hereby assures both accuser and accused, as well as the general public that the whole truth will be uncovered and justice served as appropriate.

“We will not tolerate violence against women or children under any form or guise.

“We give our word that if these allegations are proven, everyone found culpable will be brought to justice.”

Nobel Laureate, Prof Wole Soyinka, has responded to an attack on him by Senior Special Assistant on Media and Publicity to President Muhammadu Buhari, Garba Shehu. 

Shehu, speaking on behalf of the Presidency, had urged Nigerians to ignore Soyinka's comments on the lockdown order declared by Buhari on Sunday during a broadcast.

Shehu therefore said that Nigerians should ignore Soyinka for kicking against the move because he lacked knowledge on issues of health and science in general. 

But responding on Thursday morning, Soyinka described Shehu as a paid propagandist doing the bidding of a clueless administration. 

He said, "Mr, Shehu Garba failed to mention a most important profession in which I am confirmed: Alarmist. Unpaid. It's a universal function of humanity even in the midst of the worst of crises. 

"To save me the trouble of responding to the mind boggling irrelevances of paid errand voices, a professional colleague kindly sent me an affirmative article in the New York Times. 

"You will understand that I cannot take issues with a propagandist whose clear mission is to distract public attention from the complex issues of health - both the physiological and the mental."

The New York Times article referred to by Soyinka raises concern on how the global health crisis was creating an avenue for political leaders to exhibit dictatorial tendencies. 

The article went on to express fear over whether the new powers acquired by heads of governments in many countries of the world including in Nigeria will be relinquished by the end of the Coronavirus pandemic. 

Recall that several leading legal practitioners in Nigeria including Femi Falana had said that the lockdown order by Buhari could not stand except backed by law. 

Shortly afterwards, Buhari on Monday announced the signing into law of the COVID-19 Regulations.

Sections 2, 3 and 4 of the Quarantine Act (CAP Q2 LFN 2004) conferred such powers on him. 

It was the legal framework needed to enforce the lockdown order in Lagos, Ogun and the FCT. 

The order has taken effect in Lagos and FCT while it will be enforced in Ogun starting from Friday.

Former governor of Ogun State, Ibikunle Amosun, has donated N25m to the state in support of the fight against Coronavirus (COVID-19).

Amosun becomes the latest individual to donate to the fight against the spread of the virus in the state.

Ogun has restricted entry into the state and is set to go on lockdown on April 3, 2020.

Amosun said he made the donation to the bank account of the state in a letter to the governor, tagging it as a personal contribution.

“Please be informed that the sum of N25m has been transferred and cleared into the Access Bank Account (No 1384210113 Ogun Coalition Against COVID-19) as my personal contribution to the management of COVID-19 challenge in Ogun.

“I am in constant touch with federal agencies in and outside Ogun with a view to offering maximum assistance to our people in these trying times.

“In addition, arrangements are also in place to assist in ameliorating the challenges arising from the lockdown in Ogun within the period by supporting 25,000 households across the state.

“It is my fervent prayer that the Almighty God will see our people in Ogun and indeed Nigeria through the COVID-19 pandemic,” the letter read.

The Nigerian Government has attacked Nobel Laureate, Prof Wole Soyinka, over his criticism of government's lockdown order of Lagos, Ogun and FCT to curb the spread of Coronavirus in the country. 

Soyinka had earlier in the week said that President Muhammadu Buhari had no constitutional backing to declare a 14-day total ban on movement in the three cities. 

Buhari made the declaration on Sunday during a nationwide broadcast on the global health crisis and measures his administration was taking to stop the spread in Nigeria. 

Responding to Soyinka's comments on Wednesday, the Presidency through Senior Special Assistant to President Buhari on Media and Publicity, Garba Shehu, urged Nigerians to ignore the famous writer because he had no expertise in matters of health and science generally. 

In a statement, Shehu said, “The esteemed Nobel Laureate, Prof Wole Soyinka, made comments on the legal status and description of 14-day lockdown announced by President Muhammadu Buhari.

“Soyinka is not a medical professor. His qualifications are in English literature, and his prizes are for writing books and plays for theatres. He is of course entitled to his opinions – but that is exactly all they are: semantics, not science. They cannot – and should not - therefore be judged as professional expertise in this matter in any shape or form.

“Across the world – from parts of the United States and China, to countries including the United Kingdom and France, government-mandated lockdowns are in place to slow and defeat the spread of Coronavirus. 

"All have been declared and made necessary based on medical and scientific evidence. The guidance of the Nigerian Government’s medical specialists is to advise the same.

“As for the legality of the lockdown, the Government of Nigeria’s primary duty in law and action is the defence of the people of Nigeria. 

"We face a global pandemic. Nigeria is now affected. The scientific and medical guidance the world over is clear: the way to defeat the virus is to halt its spread through limitation of movement of people.

"We ask the people of Nigeria to trust the words of our doctors and scientists, and not fiction writers at this time of national crisis.’’

Days after it emerged that 35 governors, 15 ministers and dozens of other public office holders are among Nigerians, who own 800 choice properties in Dubai, United Arab Emirates, suspected to have been bought with stolen funds, SaharaReporters can exclusively confirm that there are still so many high-profile Nigerians with luxury apartments in the Arabian city never previously mentioned.

A report by Carnegie Endowment for International Peace, a United States-based non-governmental organisation, had on March 19, 2020 revealed how the likes of Kebbi State governor, Abubakar Bagudu, and former Deputy President of the Nigerian Senate, Ike Ekweremadu, invest in luxurious properties in Dubai using proxies and stolen public funds.

The 800 Dubai properties linked to Politically Exposed Persons under scrutiny by anti-graft agencies in Nigeria is estimated to be worth well over N164bn ($422m).

However, in the new list of Nigerians, who own properties in posh Dubai sections seen by SaharaReporters, it was discovered that a former governor of Lagos State, Mr Akinwunmi Ambode, a former Speaker of the state’s House of Assembly, Adeyemi Ikuforiji, two wives of Kebbi State governor, Aisha and Zainab, wives of immediate-past governors of Oyo and Anambra states, Florence Ajimobi and Margaret Peter Obi, are all proud home owners in the popular tourist city.

The list also include incumbent lawmaker representing Kaduna Central Senatorial District at the National Assembly, Uba Sani, a brother to Kebbi State governor, Bello Bagudu, businessman, Jimoh Ibrahim, immediate-past Executive Chairman of the Federal Inland Revenue Service, Babatunde Fowler, and Adamu, one of the sons of Nigeria’s former Vice President, Atiku Abubakar.

Mr Abiodun Awosika, husband to a former Chairman of First Bank Nigeria Plc, Ibikun Awosika, is also on the list.

Out of the 404 units of luxury apartments owned by Nigerians on the list obtained by SaharaReporters, former governor, Ambode has four units, which is located at The Lotus.

The property is placed in the care of Biodun Afinowi of District Concept Ltd, Lagos.

Recall that mid-way into his reign as governor of Lagos, Ambode fell out of favour with power brokers in the state including a national leader of the All Progressives Congress, Asiwaju Bola Tinubu, leading to his denial of a second term ticket by the party.

Shortly after leaving office in May 2019, the Lagos State House of Assembly accused Ambode of misappropriating N9.9bn of public funds.

On August 20, 2019, after receiving a petition against him, operatives of the Economic and Financial Crimes Commission raided his residence in Epe and Parkview in Ikoyi.

On October 10, 2019, the Lagos State Assembly threatened to arrest him if he failed to appear before the House to make some explanations on the purchase of 820 buses for public transportation in the state.

“Mr Akinwunmi Ambode did not report to the House before commencing the purchase of the buses in question, and investigation revealed that over N48bn was committed to the project, excluding the import duty totally N20.2bn.

“Out of 820 buses in question, 520 are still at the Nigerian Port Authority, Lagos,” Chairman of a committee established to look into the case at the time, Fatai Mojeed, said.

A few days later, Ambode instituted a law suit against the Lagos Assembly at the High Court in Ikeja contesting the constitutionality of the probe.

But on February 27, 2020, the court threw out the former governor’s suit, allowing the Lagos Assembly to go on with the probe.

Ambode has been quiet since that period.

On his part, Ikuforiji, who has one unit apartment located at Lincoln Park Residential, is also not new to scrutiny over his involvement with public funds while in office as Speaker of Lagos Assembly between December 2005 and July 2015.

For instance, on December 11, 2019, he was arraigned before a Federal High Court in Lagos over the alleged misappropriation of N338.8m.

He was charged alongside his former Personal Assistant, Oyebode Atoyebi, on a 20-count charge bordering on money laundering.

They first appeared in court on March 1, 2012, before Justice Okechukwu Okeke but were both released on bail after pleading not guilty to the charges.

Ikuforiji has since fizzled away from public glare only for his name to pop up on the list of Nigerians, who own choice properties in Dubai.

Out of the 404 units of apartments on the new list obtained by SaharaReporters, wife of former Oyo governor, Florence, has one unit at Lakeside while Mrs Peter Obi, whose husband was a former governor of Anambra State, also has one unit at Damac Heights.

In January, Mrs Ajimobi opened an ultramodern shopping centre at Ringroad, Ibadan, and have also made some other bold investments in recent times.

However, observers posit that the two former first ladies could just be fronting for their husbands, who are both ex-two-term governors each.

Kaduna senator, Sani, on his part has two units – one at The Crescent and another at Lakeside, while Fowler, a tax expert, has one unit at The Lotus – the same place as that of Ambode.

Sani was a Special Adviser on Public Affairs to former President, Olusegun Obasanjo, and remains a close ally of Kaduna State governor, Nasir el-Rufai.

Fowler on the other hand is popular with Lagos’ power brokers even though in recent times all had not gone well around him especially following the end of his tenure in December 2019 as FIRS Chairman and President Muhammadu Buhari’s decision not to renew his reign.

Recall that in June 2019, a group, Concerned Staff of FIRS, petitioned President Buhari over alleged atrocities and infractions by Fowler in the agency.

The group recommended that his activities be investigated and he be punished for all infractions he committed during his time in office.

Since that period, there have been a handful of allegations against Fowler with some persons in fact taking offence in his alleged extravagant weekly spending on concerts and parties within and outside Nigeria.

Businessman, Jimoh Ibrahim, is by far owner of the highest number of properties among Nigerians in Dubai.

Ibrahim, who is founder of Global Fleet Group and once contested to be governor of Ondo State, boasts of 38 units of luxury properties in Dubai.

Of the bunch, 28 units are located at Park Towers, Ocean Heights (9) and Marina Terrace (1).

Interestingly, Ibrahim registered the properties with the email of one Janet Osio Ibru – a director at Total Nigeria – raising suspicion that he could just be fronting for several high-profile Nigerians trying to escape the radar of anti-graft agencies and investigators.

In January 2010, a Federal High Court in Lagos presided over by Justice Akinjide Ajakaiye named Janet Osio Ibru among accomplices of a former Managing Director and Chief Executive Officer of Oceanic International Bank Plc, Mrs Cecilia Ibru, in a N399bn financial misconduct.

The Economic and Financial Crimes Commission equally seized 103 houses and shares in 77 companies in Nigeria belonging to the former Oceanic Bank CEO in that case.

A Nigerian woman named Nanaishetu Priscilla Abdulai has 25 units of luxury apartments at Tera Del sol (8), Ocean Heights (9), and Park Towers (8).

Interestingly, upon closer look by SaharaReporters, it was discovered that the properties were also registered with the email address of Janet Osio Ibru.

Upon further digging, it was discovered that Nanashetu Abdulai, who also sometimes poses as Priscilla Bedell, Nanashetu Bedell or Nana Bedell, has been a front for the Ibru family and other top Nigerians for many years.

She was a former personal assistant to Cecilia Ibru’s husband, Michael, who passed away in 2016.

Three other Nigerians, Foluke Abdul Rasaq and Mufutah Gbadamosi, who own one unit each at Park Towers and Ocean Heights, and Taofeek Oki with two units at Park Towers, also had the properties registered with the email of Janet Osio Ibru.

All these persons are likely to be fronts for the Ibru family and other highly placed Nigerians all over the world.

On their part, Kebbi governor’s wives, Aisha and Zainab, have one unit each at Park Towers and The Lotus respectively, while his brother, Bello Bagudu, owns one unit at Lago Vista.

However, there are strong indications that Governor Bagudu could have used his wives and brother to act as fronts for the Dubai properties where eight others are registered against his name and are worth over $4.8m.

Bagudu is famed to have helped late Nigerian military dictator, Sani Abacha, loot billions of dollars in public funds during his cruel reign in the mid to late 1990s.

He continues to deny those allegations whenever being confronted with it.

Adamu, eldest son of Nigeria’s former Vice President, Atiku Abubakar, owns one unit of the 404 choice properties on the fresh list seen by SaharaReporters.

The apartment is at Lakeside, while Abiodun, Ibukun Awosika’s husband, owns two units in The Crescent and Emirates Gardens.

Adamu, who is the Commissioner for Works and Energy Development in Adamawa State and Deputy Managing Director at INTELS, a company owned by his father, is said to be one of the richest young men in Nigeria today courtesy of his dad’s wealth and vast business and political networks.

Two other Nigerian with several properties tied to their names in Dubai are Ebenezer Okunowo, who has 32 units – Water's Edge (18), Executive Bay (13), Ocean Heights (1), and Anthony Aribisala whose entire 17 units is located in The Corner.

Nobel Laureate, Prof Wole Soyinka, has said that President Muhammadu Buhari had no constitutional backing to declare a total lockdown of Lagos, Ogun and Abuja. 

While addressing the country in a televised broadcast on Sunday, Buhari had said that starting from 11:00pm on Monday (today), movement within the three cities was banned in order to give authorities the chance to properly combat the spread of Coronavirus in the country. 

Lagos and Abuja have the highest of infections for the virus in Nigeria. 

The total confirmed cases in the Coronavirus in the country currently stands at 111 with one recorded death 

But reacting to the situation on Monday, Soyinka said that there was no legal premise upon, which Buhari was making the new order. 

He said, "Constitutional lawyers and our elected representatives should kindly step into this and educate us, mere lay minds. 

"The worst development I can conceive is to have a situation where rational measures for the containment of the Corona pandemic are rejected on account of their questionable genesis. 

"So, before this becomes a habit, a question: does President Buhari have the powers to close down state borders? We want clear answers. We are not in a war emergency. 

"Appropriately focussed on measures for the saving lives, and committed to making sacrifices for the preservation of our communities, we should nonetheless remain alert to any encroachment on constitutionally demarcated powers. We need to exercise collective vigilance, and not compromise the future by submitting to interventions that are not backed by law and constitution. 

"A President who has been conspicuously AWOL is now alleged to have woken up after a prolonged siesta, and begun to issue orders. 

"Who actually instigates these orders anyway? From where do they really emerge? What happens when the orders conflict with state measures, the product of a systematic containment strategy - `including even trial-and-error and hiccups - undertaken without let or leave of the centre. 

"So far, the anti-COVID19 measures have proceeded along the rails of decentralised thinking, multilateral collaboration and technical exchanges between states.

"I urge governors and legislators to be especially watchful. No epidemic is ever cured with constitutional piracy. It only lays down new political viruses for the future."

Media Rights Agenda on Monday condemned the increasing cases of attacks by law enforcement and security agencies on journalists covering the Coronavirus pandemic and other issues in the country. 

The group called on government to ensure respect for the fundamental rights of journalists and the media.

In a statement, MRA’s Programme Director, Mr Ayode Longe, said, “We are constrained to remind the Federal Government that it has obligations under various international instruments which it has voluntarily acceded to, particularly Article 66(c) of the Revised ECOWAS Treaty, to ensure respect for the rights of journalists. 

"We are gravely concerned by the rampant cases of attacks by law enforcement and security agents on journalists carrying out their professional duties as well as the obstruction of such duties. This situation is unacceptable and will no longer be tolerated.”

Ogun State Government has shifted the commencement of the total lockdown of the state to April 3, 2020.

President Muhammadu Buhari had during his nationwide address on the outbreak of Coronavirus in the country on Sunday ordered the lockdown of the FCT, Lagos and Ogun states.

According to the President, the lockdown is to start at 11pm of today (Monday).

However, Governor Dapo Abiodun of Ogun has said that the lockdown had been shifted to April 3 to enable the state prepare for the period.

He said this while declaring open the Ogun State COVID-19 Isolation and Response Centre open for use.

The governor stated that international borders and inter-state movement would be closed down from 11pm of Monday.

He said, “After consultation with the Presidency, the inter-state and international borders would be closed by 11pm on Monday night.

“However, the total lockdown of the state would be effective from 11pm, Friday, 3rd of April 2020.

“I have been in consultation with the Presidency and I’ve requested that they graciously allow us in Ogun State to prepare for this lockdown in terms of ensuring that we have enough food banks across the three senatorial districts so that when eventually there is a lockdown, our people will have enough food supply and they graciously accepted.”

Governor Abiodun revealed that the lockdown would constantly be reviewed, adding that people were free to move around only in their neighbourhoods to get essential items.

“These decisions would be kept under constant review, we may lapse them if the evidence makes it compelling.

“The decisions are without prejudice to the need of people to reasonably move within their neighbourhood to buy essentials such as food and drugs,” Governor Abiodun said.

He appealed to the people to abide by the government’s order and advisory provided by the Ministry of Health on respiratory hygiene and social distancing.

Ogun State has recorded three confirmed cases of Coronavirus.

Residents of Obasanjo Hilltop GRA, Oke-Mosan, Abeokuta, Ogun State, have rejected the proposed siting of an isolation centre in the area.

The residents, in a letter to Governor Dapo Abiodun, stated that siting an isolation centre in a residential area would put the health of the people under risk.

Mr Fola Adeola, businessman, politician and founder of Fate Foundation, had donated his private residence and property in Abeokuta for use as isolation centre for COVID-19 patients.

Apart from Adeola, ex-Nigerian President, Olusegun Obasanjo, as well as other persons have donated facilities to the state government to use as isolation centres.

The residents of Oke-Mosan stated that though they appreciated the kind gesture of Adeola, using the building as isolation centre would endanger their lives.

The letter reads, “We are particularly alarmed as individuals and as a community that a non-resident owner of an abandoned property by name Mr Fola Adeola has purportedly donated his property in the estate to be converted to isolation centre for the purpose of victims of COVID-19.

“The community is comprised of retired and aged residents and other vulnerable individuals whose health and well-being would be most negatively affected by the potential conversion or siting of isolation in the neighbourhood.

“We wish to state categorically that this complaint is not and should not be seen as a deliberate step to discourage a most charitable disposition of the donor to public health issues and related social concerns.

“It is essential to request that the facility be used or deployed for allied services such as storage and other non-hazardous uses.

“It is in view of the foregoing that we most humbly appeal to Your Excellency to use your good office as the Executive Governor of Ogun State to cause immediate stoppage of the use of the facility as “COVID-19 isolation centre” due to potential health-related disaster that it might cause to vulnerable residents and generality of the community.”

Nigeria currently has 111 confirmed cases of Coronavirus and two recorded deaths.

Olusegun Adeniyi, Commander of Operation Lafiya Dole, a group of Nigerian soldiers deployed to the North-East region to combat Boko Haram terrorists and other insurgent groups, has revealed how they recorded heavy casualty during a recent encounter with the hoodlums.

In a video making the rounds on the Internet, Adeniyi could be seen standing together with his men on the battle field and lamenting how the terrorists shelled their positions with heavy artillery and mortar bombs. 

According to him, they lost several soldiers during the mission due to wrong intelligence provided by military authorities.

He added that they lacked necessary weapons to face the firepower of the terrorists.

Speaking in the widely-circulated video, Adeniyi said, “We have been met with very strong resistance – from more than pockets of Boko Haram. From every flank not less than 15 gun trucks were facing us.  

“I’m standing here with Sector 2 Commander; the armed helicopter has just come to hover our air, the instruction I gave them was that anything they see moving they should engage because most of my gun trucks are not moving. Like I said earlier, the three battalions are fighting as deployed — nobody is running.

“But what we have here, I will give you some estimates. Boko Haram has fired more than a hundred mortar bombs at us; they have fired 80 to a hundred RPGs at us; in addition to eight to 10 gun trucks firing at us from all sides. We have not run, and the soldiers are not misbehaving or disobeying orders.

“We have casualties. I will come and see you in person on what we need to do. But we are not running.

“We lost about 20 MRAP tires here. We have changed close to 250 Hilux tires due to the terrain.

“This is what we are facing in the Timbuktu triangle. We are not running, we are fighting as a system to curtail the situation.”

Several wounded soldiers could be seen crying in the video while bodies of their colleagues was scattered all over location.

Recall that Boko Haram recently ambushed troops in Borno and killed more than 50 soldiers during that attack.

An unspecified number of military personnel, who participated in that mission, remain missing and unaccounted for till this day.
