Barely two weeks after the Osun State Election Petitions tribunal gave a majority judgment in his favour as winner of the Osun governorship election, an Abuja High Court has voided the candidature of Ademola Adeleke of the Peoples Democratic Party (PDP).
On March 22, 2019, the tribunal had voided the rerun election, declared Adeleke winner of the original election and also directed the Independent National Electoral Commission (INEC) to issue him a certificate of return.
However, in a twist of events on Tuesday, Justice Othman Musa annulled Adeleke’s emergence as the flagbearer of the PDP in the state on the grounds that he did not have the required educational qualification.
According to the judge, this is a violation of Section 177 of the 1999 Constitution as amended, which states that candidates contesting for governorship positions should have secondary school qualification.
Wahab Raheem and Adam Habeeb, two members of the All Progressives Congress (APC), had filed a suit seeking Adeleke’s disqualification from the contest.
The Judge said findings by the court proved that Adeleke was enrolled in a secondary school in 1976, but there was no record to show he graduated, as his name wasn’t in the school register from 1980.
Bankola Akomolafe, counsel to the plaintiff, hailed the judgment. However, Nathaniel Oke (SAN), counsel to Adeleke, stated that an Osun State High Court had earlier ruled on the matter and certified Adeleke qualified to contest in the election.

Owners of abandoned aircraft parked at the Murtala Muhammed International Airport (MMIA), Lagos, have been directed by the Federal Airports Authority of Nigeria (FAAN) to remove them from the aprons of the airport in order to create space for other serviceable and functional aircraft.
The agency also offered the owners of the unused aircraft to move them to less busy airports like Ilorin, Enugu, Port Harcourt and others without additional cost and charge from FAAN.
The Regional Manager, South West, Mrs. Victoria Shin-Aba, made appeal today during the tour of the Lagos Airport facility.
Shin-Aba explained that FAAN has space constraints at the airport, lamenting that despite this, some airline operators prefer to park their unused aircraft at the airside under the claim that Lagos is their operational base.
She explained further that the agency was planning to build additional apron at the airport, which would be ready very soon.
She emphasised that FAAN has about “32 international airlines flying into Nigeria, around 272 international aircraft movement daily for both arrival and departure".
"On the domestic scene, we have 27 arrivals and 32 departures, while we have 30 cargo arrivals and 28 departures," she said.
“At our cargo apron, the capacity is meant to take four aircraft at least two wide-bodied aircraft and two smaller aircraft at the same time. Once in a while we have more than capacity, once this place is filled up, we take the cargo flights to the international airport and that is additional cost to the cargo airline as they need to deploy and truck their goods from international to cargo.
“This is why we need to create space for airlines. On the left is supposed to be the expansion and we are on it. Safety issues can also arise due to congestion, which is what happens most times. The expansion is looking at increasing the cargo apron to accommodate eight wide-bodied aircraft. So when work commences that is what we are looking at.”
She added that FAAN was reaching out to the owners of the abandoned aircraft on the possibility of removing them, stressing that there was no to amend the agency’s bylaw, which allows aircraft owners to park their abandoned airplanes at the airside endlessly.
The current bylaw, according to her, came into effect in 2005.

Ayo Oluseye, a relative of one of the patients admitted at the University College Hospital, Ibadan, Oyo State, has described the hospital as a breeding home for mosquitoes.
Oluseye said bad maintenance of the hospital has turned it into a home of malaria, with hospital patients now at risk of being infected with parasite.
Speaking with SaharaReporters, Oluseye said he took his father for treatment at the hospital but was surprised to be greeted by mosquitoes on arrival.
“I took my father for treatment at University College Hospital and I realised that everywhere is full of mosquitoes: inside the wards where sick people are admitted, staff offices as well as administrative blocks."
He described the hospital vicinity as unsafe, and lamented that the hospital management was not doing anything on it.
“It is annoying when you come to take care of your sick people and they are going home with another ailment. Even the person that brought the sick patient will be going home with malaria," Oluseye said.
“I was infuriated because the management of UCH is doing nothing about it. This situation is bad for the image of the hospital.”
He said patients and their relatives had resort to using mosquito nets to keep themselves safe.
“Patients who can afford it are buying mosquitoe nets to prevent their relatives from malaria. I had to tell my brother to get mosquito net for my father.”
Oluseye urged the management of UCH to immediately fumigate the hospital to make it safe from mosquitoes.
He also tasked the Minister of Health, Isaac Adewole to “pay a private visit to the hospital to see for himself what people are going through".
“The management of the hospital needs to do something about it," he said. "They can fumigate it to kill the mosquitoes or send them away, just to make the hospital environment safe from mosquitoes.”
When contacted, Mr. Toye Akinrinola, Head of Information Department of UCH, claimed that the presence of mosquitoes in the hospital should not be a matter to report as there are bound to be mosquitoes in an open space.
“If you are in an open space, won’t there be mosquito there,"? he said.
"What is the crime in that there are mosquitoes in UCH? If you get to the airport or market, won’t you find mosquito there?”
He continued: “You want me to say there are no mosquitoes there or if there are, what should I do about it?
“It’s like telling me when it's raining, it's falling in this place; it will not rain in another place.”
According to World Health Organization 2018 World malaria report, five countries accounted for nearly half of all malaria cases worldwide: Nigeria (25%), Democratic Republic of the Congo (11%), Mozambique (5%), India (4%) and Uganda (4%).
Also, the 10 highest burden countries in Africa reported increases in cases of malaria in 2017 compared with 2016. Of these, Nigeria, Madagascar and the Democratic Republic of the Congo had the highest estimated increases, all greater than half a million cases.

Kalthum Foundation for Peace, a Maiduguri-based non-governmental organisation, has raised the alarm on how teachers are taking advantage of female students in public and private schools in Borno State.
Mohammed Bulama, Programme Manager, Kalthum Foundation for Peace, stated this in Maiduguri, the Borno State capital.
He disclosed that a research conducted by the NGO across 40 post primary and tertiary institutions located within the Maiduguri Metropolitan Council, Munguno and Jere Councils, revealed that the menace of Sexual and Gender-Based Violence (SGBV) is taking place at an alarming rate.
He said: "It's alarming to such extent that in some cases both victims and perpetrators behaved as if it is a normal thing. We want to make it categorically clear that it is wrong for anyone to engage in any sexual activity with a minor.
"There is no need to mention the names of these institutions. The fact of the matter is that female students are suffering in silence because of their inability or ignorance whenever they are assaulted by their male counterparts or teachers, as for those in the post primary institutions who are mostly below 18 years, which is the age of consent according to the Child Rights Act.
"Many of these innocent girls fall victims of SGBV because they think they are in love with their teachers or some male adults in their community. It is very unfortunate! Within a month, we have recorded 40 cases of SGBV mostly in MMC.”
Mohammed added that Kalthum Foundation has agreed to collaborate with the Confederation of Women's Association for Peace Initiative, through the support of British Council, European Union and CSOs on innovative strategies developed to monitor, prevent and gather intelligence to punish perpetrators.
"We are going to launch an SGBV whistle blowing site, where victims and members of the public can submit tips, proofs and complaints of SGBV and related matters on 1st May, 2019,” he added.

Less than two weeks after 174 Nigerians were repatriated for illegally entering Libya, another batch of 180 Nigerians were on Monday night returned to the country for a similar offence.
The returnees were returned into the country through the Murtala Muhammed International Airport (MMIA), Lagos.
The returnees had aimed to travel to Europe through the Mediterranean sea to Europe, through the North African country.
So far, a total of 12,754 returnees have been returned in two years of the operations.

The returnees touched down at the Murtala Muhammed International Airport (MMIA), Lagos, at 9:10pm on Monday on a Buraq Air aircraft with flight number UZ 189 - 190 and registration number 5A-DMG. The aircraft had departed MJI Airport Tripoli, Libya four hours earlier.
Welcoming the returnees back to Nigeria, the Coordinator, National Emergency Management Agency (NEMA), Lagos Territorial Office, Alhaji Idris Muhammed, enjoined them to make better use of their bitter experiences in positive ways by turning a new leaf and forging ahead of the dangers and risks that they have escaped in the course of their unfortunate sojourn.

He enjoined all the segments of the society to see the menace of irregular migration as an emergency.
He said: “Any situation where you live and you are under threat is considered to be emergency risk and all hands must be on deck to stem to stop and prevent the threat.”

The Independent National Electoral Commission (INEC) has adjourned the collation of results of the Rivers governorship election till Wednesday, April 3, 2019.
INEC had suspended the announcement of the March 9 governorship election results and sent a fact-finding team to the state to determine the circumstances that led to what warranted the suspension of the elections.
At the resumption of collation of the results on Tuesday, results of 15 Local Government Areas (LGAs) in the state had been announced.
Two LGAs are left, while a rerun will be held next week in six other local governments.

Nyesom Wike, Governor of Rivers State, has taken a very healthy lead in his quest to win the March 9 governorship election in the state.
At the count of 15 local government areas, Wike of the Peoples Democratic Party (PDP) had polled 426,369 votes against 129,855 votes secured by Biokpomabo Awara of the African Action Congress, leaving a margin of 296,514 votes with two local governments left to be announced of the 17 confirmed by the Independent National Electoral Commission (INEC) as ready.
However, there have been reports of results cancellation by INEC officials in some wards, while there are still six local governments where INEC has scheduled a rerun for April 13.
Meanwhile, INEC jas just announced in Port Harcourt, the Rivers State capital, that collation will resume at 10am on Wednesday.

The Government of Japan has released $1.5million to fund community stabilisation activities in the North-East region of Nigeria.
According to a statement issued on Tuesday, the funds would be utilised through an ongoing programme launched in 2016 and implemented by the United Nations Development Programme (UNDP) in Nigeria.
The interventions being implemented in the region are aimed at supporting victims of Boko Haram insurgency in the three most affected states of Adamawa, Borno and Yobe.
According to the statement, the recent release of funds “builds on ongoing activities that the Government of Japan has been supporting which have facilitated the rehabilitation of 20 public infrastructures and provided emergency employment to more than 2,000 Internally Displaced People (IDPs) and returnees".
Also, more than 4,000 farmers and over 1,000 small businesses have received support with inputs and capital that helped improve and expand their sources of livelihood. The Government of Japan has already invested $6.5million in stabilisation activities in Nigeria’s North-East.
The funding from the Japanese government would be utilised within the framework of Integrated Community Stabilization Programme which UNDP has been implementing in the region intended to directly benefit 125,000 people in the three states. An additional one million people will indirectly benefit from interventions under the project. Implemented through an integrated approach, the project’s goal is to support over 2,200 farmers, 500 small businesses, five community public infrastructures, and provide emergency employment to over 850 community members.
Speaking on the activities in the region, Khardiata Lo Ndiaye, acting UNDP Resident Representative, said: “Stabilization efforts in the North-East are helping families and communities begin to rely less on humanitarian aid and more on themselves. This support from the Government of Japan will go a long way in laying a foundation for development to take place again in the region.”
Ms. Khardiata added that meeting urgent early recovery needs of the crisis-affected communities remained a huge challenge requiring more partners and investment.
In his remarks, Shigeru Umetsu, Chargé d’affaires ad interim of Japan to Nigeria, gave the assurance that the Government of Japan would continue to support efforts aimed at restoring stability and livelihoods for the communities in the North-East.

The Senate Committee on Appropriations has failed to submit its report on the 2019 budget.
At the plenary on Tuesday, where the report was scheduled to be presented, Senate President Bukola Saraki called on the committee to tell the Senate why the report on the budget was not ready.
Addressing the matter, Senator Sunday Ogbuoji, Deputy Chairman of the Committee, said the report was not ready because some committees were yet to submit their reports.
According to Ogbuoji, less than 10 committees had submitted their reports.
He, however, issued an ultimatum to the committees, stating that for any committee that fails to submit its report by Friday, the Senate Committee on Appropriations would go with the submission of the executive.
“Our report is not ready because some Committees are yet to submit their reports. For now we have less than 10 Committees that have submitted. Any Committee that refuses to submit its Report by Friday, we will empower the Committee to go with the Executive submission,” Ogbuoji said.
Thereafter, Senate President Bukola Saraki suspended the plenary till April 9, 2019, and said the report should be ready by Friday, April 5, 2019.

Adeyinka Mafe, Majority Leader of the Ogun State House of Assembly, has defected from the Allied Peoples Movement (APM) to the All Progressives Congress (APC).
APM is the party with which Ibikunle Amosun, Governor of Ogun State, attempted to actualise the governorship ambition of Adekunle Akinlade, who failed to secure the ticket of the ruling party.
Mafe, who represents Sagamu 1 State Constituency in the Assembly, resigned from the APC alongside three other lawmakers in November 2018 to join Amosun’s APM.
However, with Akinlade having lost the election and Amosun even facing expulsion threats from the APC, Mafe has now returned to his original party.
“I had earlier written a letter to leave APC. I write to officially withdraw the letter and I wish to notify you that I remain a member of APC Next Level,” he said in a letter of withdrawal read at plenary by the Speaker of the assembly, Suraj Adekunbi.
It is yet unclear if the three officers who joined APM with Mafe — Idowu Olowofuja, the Chief Whip (Abeokuta South II); Ganiyu Oyedeji (Ifo II) and Tunde Sanusi (Obafemi Owode) — will return to the APC as well.

The life of a cat in Europe is much more valuable and protected than the life of a Nigerian living in Nigeria. In fact, there is a European convention for the protection of pet animals. Article 3 of this convention states: “Nobody shall cause a pet animal unnecessary pain, suffering or distress. Nobody shall abandon a pet animal.”
Really, there is something revolting about a people with an abbreviated capacity for shock and action against government’s inertia. Since January there have been daily episodes of slaughter in Zamfara state. Even at the weekend, dozens of people were reported killed in the state. But sadly, there is no security plan to stop these unhinged killings.
A few months ago, more than 100 Nigerian soldiers were savagely massacred by Islamic State in West Africa. Some of these soldiers had young families. I recall one soldier who was said to be two-week-old in matrimony and another with a pregnant wife. Not a single officer in the leadership of the military took a fall or responsibility for this painful and embarrassing loss.
Currently, there is a propaganda video by Boko Haram showing its execution of Nigerian soldiers in circulation. This anomaly will continue because there is no consequence for incompetence here. And where there is no sanction for unmitigated incompetence, failure is normalised.
Last week, the president of Chad sacked the country’s military chief for the killing of 23 soldiers by Boko Haram. This is a country with far less fortune and capacity than Nigeria. But the difference is leadership. Everything rises and falls on leadership.
As a matter of fact, one thing that makes leaving Nigeria attractive is the unceasing executions - avoidable, careless, and ruthless deaths. The killing of Kolade Johnson in the unlikeliest of places is one of them. Citizens are killed daily and harassed by people who are paid to protect them. And the gnawing fact is that there is no penalty for these acts of moral turpitude.
Some weeks ago, the video of a customs officer shooting a man who allegedly refused to give him a bribe rippled on social media. Without a detailed investigation, the customs within the hour issued a statement defending and rationalising the killing. To date, nothing has come out of this case.
And the beat goes on until another citizen is cut down by the scythe of blood-hounding security agents.
Thinking spiritually, countries, where innocent blood flow freely in the streets cannot make progress with the wraiths hanging around them until the killings stop and justice done to the lost souls. A good example is Afghanistan.
It is really troubling. Death hovers everywhere. If you are not killed by those, who are supposed to protect you, you may be felled by the bullets of armed robbers, kidnappers, bandits or terrorists.
As it is now, there is a total collapse of security. And there is no plan, vision or remedy to this malaise. Depressingly, the government is insouciant and unresponsive.
Why is the security architecture still the same despite all these lapses? Why keep a team that is failing in its primary responsibility?
I know a security officer who is relocating his family to Lagos from the FCT. He says it will not be long before the insecurity in the north-west engulfs Abuja. And it is already happening with kidnappings here and there in the city.
I think, it is patriotic loving Nigeria, but it is wisdom to love it from abroad. Only the living can show patriotism.

The Theatre Command Special Court Martial sitting in Maiduguri, the Borno State capital, has dismissed a soldier from service for defiling a 14-year-old female Internally Displaced Person (IDP).
Major General Yakubu Auta, President of the Court, gave the name of the accused officer as Flight Lieutenant Martins Owerrem.
The charges are disobiendence to standing order, assault and defilement.
While delivering his judgment on Tuesday, Auta said: "In view of this, the honourable court is convinced that the accused person defiled the girl.
"On count three, the accused testified that he slapped and dragged the victim, and also confessed that he inserted his finger into her private parts.
"The finding of this honourable court clearly shows that you are guilty on counts 1 and 3, but on the second count charge, the court finds you not guilty."
On count one, the officer was dismissed from the Armed Forces; he was acquitted on count two (disobedience to standing order), and on the third count, he was demoted from Flight Lieutenant to Flying Lieutenant, and thereby lost three years of seniority on his rank.
Auta, thereafter, concluded the hearing.
Owerrem had defiled a 14-year-old IDP girl, when he was OC of the Special Force Battallion, near Bakassi IDP camp, in 2018.

The general public has been alerted by the National Agency for Food and Drug Administration and Control (NAFDAC) on the existence of fake Dukoral Oral Cholera vaccine circulating in Bangladesh.
According to the warning, contained in a statement by Professor Moji Adeyeye, the Director-General of NAFDAC, the packaging of the falsified Dukoral vaccine displays texts in English and French language.
Adeyeye said that the World Health Organisation (WHO) had quarantined some quantities of the falsified vaccine.
She said: “We are raising this alert to healthcare providers and the society at large about the existence of falsified Dukoral Oral Cholera vaccine circulating in Bangladesh.
“The WHO Country Office and Health Authorities in Bangladesh have quarantined the 8,000 falsified packs of Dukoral Oral Cholera vaccine so far identified.
“The details of the falsified Dukoral Oral Cholera vaccines identified in Bangladesh are as follows — Product Name Dukoral Oral Cholera Vaccine/ Vaccin Oral contre le Cholera Batch Number KV8262B1 Expiry Date 2020-04 Stated Manufacturer Valneva Canada Inc. Note that the logo of the manufacturer Crucell is also displayed.”
The NAFDAC boss clarified that the manufacturer of genuine Dukoral Oral Cholera Vaccine is Valneva Sweden AB, formerly Crucell Sweden AB. Valneva Sweden AB, the manufacturer of genuine Dukoral Oral Cholera vaccine, stated that the combination of the manufacturers, Valneva Canada Inc and Crucell, should not exist on any packaging of the vaccine in the market.
“Dukoral Oral Cholera vaccine, manufactured by Valneva Canada Inc., is not registered by NAFDAC. All importers, wholesalers and retailers are implored to desist from illegal importation, distribution and sale of the falsified vaccine,” Adeyeye warned, adding that surveillance had been strengthened by NAFDAC at all ports of entry to prevent illegal importation of the falsified Dukoral Oral Cholera vaccine from Bangladesh.
“NAFDAC has also heightened surveillance to prevent distribution and sale of the falsified vaccine. Health care providers and other members of the public are advised to be vigilant and contact the nearest NAFDAC office with any information on the falsified Dukoral vaccine. Anybody in possession of the falsified vaccine should submit it to the nearest NAFDAC office.”
NAFDAC urged consumers to report any event related to the use of vaccines to the nearest NAFDAC office via NAFDAC PRASCOR 20543 (toll free from all Network) or via pharmacovigilance@nafdac.gov.ng.

The Lagos State Police Command has revealed the names of the officers accused of shooting Kolade Johnson, the young man who died from a stray bullet shot on Sunday evening at Onipetesi area of Lagos State.
The names of the officers were disclosed on Tuesday, when the Police paid a condolence visit to the family.
Johnson was watching a football match on Sunday when he was killed by a stray bullet during a shooting by officers of the Anti-Cultism Unit of the Lagos Police Command.
The incident sparked outrage in the area, and the policemen involved have been arrested and are currently undergoing investigation.
Led by Zubairu Muazu, Commissioner of Police of Lagos State, the officers visited Johnson's family, during which prayers were offered during the visit, just as Muazu reassured the family of getting justice.
According to a statement by DSP Bala Elkana, Police Public Relations Officer, Lagos State, the CP was accompanied by DCP Ayuba Elkanah, DCP Mohammed Ali, DCP Yetunde Longe and other senior Police Officers from the Command. He was received by Alhaji Remi Lukman, head of the family, in their residence at 1, Beco Street, Onipetesi, Mangoro.
In his remarks, the Commissioner of Police condemned the action of the members of the Anti-Cultism team suspected to have carried out the shooting and restated his commitment to ensuring that justice is done in the matter.
He stated that the men suspected to have carried out the shooting have been apprehended and subjected to internal disciplinary procedures. He revealed their names as (1) Insp Ogunyemi Olalekan and (2) Sgt Godwin Orji attached to Anti-Cultism Squad.
The CP prayed for the repose of the soul of Kolade Johnson and also prayed that the Almighty God will grant the family, friends and well wishers the fortitude to bear the irreparable loss.
Head of Kolade Johnson’s family expressed his gratitude to the CP for honoring the family with his presence and his resolve in ensuring that justice prevails in the case. He commended the CP for the bold steps taken in exposing those behind the shootings.
He added that “I thought it is going to be a one man’s fight but seeing the Police High Command joining our family in this fight has shown that justice will not only be done to Kolade, but to the entire Nigerian youth. I am glad that we have a new police force which believes in justice.”
He described his late son as a peace-loving person and called on well wishers to remain calm and allow the law to take its cause.
