The Action Democratic Party has asked Governor Babajide Sanwo-Olu of Lagos State to review the ban on motorcycles and tricycles in major roads in the state.

The ban, which became effective on Saturday, has been met with criticism.

Prince Adelaja Adeoye, ADP National Publicity Secretary, in a statement noted that while the government was trying to sanitise the state and get rid of lawlessness, it should not give a blanket law.

He said that major cities in the world had different means of transportation and Lagosians should not be rendered jobless in the transformation plan of the government.

Adeoye said, "I know the importance of Okada and Keke in the lives of an average Lagosian, especially those who don't have cars or personal means of transportation.

"This ban, I believe will be looked into by the government soon in an effort to get those who are not lawless back to their jobs.

"All cities and mega cities across the world have all forms of transportation, including bikes, so Lagos people cannot be shut out in this regard but the bad eggs making the business a threat to the state must be weeded out.

"The governor should show compassion and empathy to the innocent and law-abiding Okada and Keke riders in Lagos."

Maryam Sanda being whisked away from the Federal Capital Territory (FCT) High Court in Abuja after she was sentenced to death on January 27, 2020

A human rights activist and Director of Communication and Advocacy of Make A Difference Initiative, Lemmy Ughegbe, has decried the failure of Justice Yusuf Halilu to diligently follow the letters and processes of law in reaching a decision to convict Maryam Sanda on the charge of taking the life of her husband, Bilyaminu Bello.

Speaking with ARISE NEWS, the human rights advocate said Justice Halilu, whom he described as a “courageous judge”, had stripped the judgment of legitimacy by abusing due process.

He noted that Justice Halilu had jumped the gun by hastening to deliver a verdict on trial without due regard to the preliminary objection, which challenged the competence of the charge and the jurisdiction of the court to entertain it.

He said, “The judge committed a fatal blunder when he failed to consider the preliminary objection and rule on it one way or the other before delivering his judgment.

“I have studied the judgment of Justice Halilu and it is crystal clear that he failed to rule on the preliminary objection one way or the other. Based on the Administration of Criminal Justice Act, Justice Halilu had upon hearing the preliminary objection announced that he would go ahead with the trial and when it was all done, he would rule on the objection and its success or failure and determine whether or not to proceed to deliver a judgment.

“It is trite that when issues of competence of a charge and jurisdiction of a court are raised, the court must dispense with that issue one way or the other.

"This judge misdirected himself by not considering and ruling on these issues raised and it is settled law that however elegant a proceeding or a judgment is, it becomes invalid, null and void in that circumstance.”

Ughegbe said the failure of the judge to rule on the preliminary objection amounted to a bias against the defendant and a consequent denial of her constitutional right to fair hearing.

He stated, “I advise them to make this a number one ground of appeal as I believe it is a settled principle in our law that without fair hearing a proceeding is flawed and incurably defective.

“No person should be convicted for the offence of murder, which attracts capital punishment based on circumstantial evidence.

“The absence of a murder weapon, autopsy report, confessional statement and pictures taken of the body of the deceased make it nearly impossible to convict Maryam Sanda on the charge of culpable homicide.”

Speaking further, the rights activist noted that the judge had misdirected himself and assumed the position of an IPO whereas the only job he was paid to do was look at the various evidence before him and evaluate them to make a decision.

Recall that on January 27, the Federal Capital Territory High Court in Abuja had sentenced Sanda to death for killing Bello.

Sanda had on November 19, 2017 stabbed her husband to death following an allegation of infidelity against him after seeing a text message on his phone.

Suspected pranksters of Coronavirus being paraded in Abuja

The Federal Capital Territory Department of Public Health has assured residents of Abuja that there is no confirmed case of Coronavirus in the city and advised them to remain calm.

Director of Public Health, Dr Josephine Okechukwu, revealed this following the arrest of pranksters, who allegedly went to Wuse District Hospital claiming that one of them had been infected with Coronavirus.

The incident led to panic and disruption of normal health service delivery at the hospital.

Dr Okechukwu said that the FCT and indeed the country was free of Coronavirus as there was no confirmed case of the disease anywhere in Nigeria.

She said that the action of the alleged pranksters was wrong and capable of creating pandemonium especially in a hospital environment.

While parading the suspects at Wuse Zone 3 Divisional Police Station, the FCT Force Pro, DSP Anjuguri Manzal, said that the suspects included Peggy Shandi (M), Abayomi Adedoyin (M), David Gold Enemigin (M) Priscilla AJesola (F) and Jacob Oji (m).

Shandi said that their action was merely a prank about the Coronavirus and not to cause any sort of chaos.

The suspects claimed to be playing out a script about the virus without the knowledge or authorisation of the relevant authorities of the FCTA.

Resident doctors in Nigeria have asked government to declare a state of emergency over Lassa Fever outbreak in the country.

The Association for Resident Doctors made the call in Abuja on Saturday.

In January, a total of 689 suspected cases with 258 confirmed cases were reported, with 41 deaths.
Five health workers were among the 41 deaths recorded.

The group in a statement said, “Due to these reasons, the association has deemed it fit to call on the government to get serious on finding a lasting solution to combating the disease.

“NARD calls on the Federal Government to declare a national emergency on Lassa Fever and also to evaluate hazard allowance paid to health workers considering the increased risk faced by health workers.

“Declaring an emergency is owing to the poor preparedness in response of our health institution in handling cases of Lassa fever.

“If we have a state of emergency to improve the preparedness of our health institutions as well as their response in addressing the case of Lassa, it will contain cases of the disease in Nigeria.

“NARD call on the Federal Government to make the issue of security of health care workers a priority both in and outside the hospitals."

Ousted governor of Imo State, Emeka Ihedioha, has lashed out at Governor Hope Uzodinma, saying he was taking credit for what he did while in power.

Ihedioha was responding to claims made by Uzodinma that he had provided for the needs of the people.

In a statement by Chibuike Onyeukwu, Chief Press Secretary to Ihedioha, he urged Uzodinma to desist from further attempts to pool wool in the eyes of the people with lies.

He said, “We bear no grudge on his statement that the Supreme Court can not review its January 14, 2020 judgment.

"That is the extent he knows, in order to sustain his deception and illegitimate government.

"Truth remains that he is quite convinced that his position is founded on clear illegitimacy. Hence, he is not expected to say anything different from what he feels will interest his very few supporters.

“On his false claim that he paid all outstanding salaries of Imo workers, it is on record that Emeka Ihedioha restored the salaries of the entire workers in the service from 70 per cent to 100 per cent as well as pensions and they were paid as at and when due until the Supreme Court judgment.

“Senator Uzodinma also claimed that no governor had visited State Secretariat, Owerri. This is the height of mockery of the collective workforce in the state. It  is well known that Ihedioha visited the secretariat on the 2nd of July, 2019. During that visit, he addressed very happy and ethusiastic workers who genuinely threw their support behind his administration.

“His claim that he restored water and electricity supply at the secretariat is another sheer falsehood. It is on record that the Rebuild Imo Administration ensured that electricity as well as pipe borne water were restored after eight years at the secretariat on the 13th of September,  2019, following the express directive by Ihedioha.

"Little did we think that he meant taking credit for the signature project achievements by Governor Ihedioha.”

The Human Development Initiatives in collaboration with the Civic Media Lab and Daily Trust Foundation has launched a report on the activities of the Universal Basic Education in three states in Nigeria.

The report, which was launched in Abuja, was done after a research was carried out on the six years of UBE activities with focus on Kaduna, Lagos and FCT.

The report primarily centred on the spending of the Universal Basic Education Commission in the three states.

It was revealed that about 80 per cent of State Universal Basic Education Board and UBEC funded projects were completed while some were not with no deliberate effort to recover funds released for such projects.

Presenting the report in Abuja, the Coordinator of Daily Trust Foundation and leader of the investigative team, Dr Theophilus Abbah, said the research team observed that most of the funded projects selected from Action Plans between 2010 and 2015 for primary and junior secondary schools in Lagos, FCT and Kaduna were completed.

Some of the findings, according to the report, are that most of the infrastructure projects executed become useless as a result of the lack of maintenance; classrooms were not enough in many schools, leading to overpopulation and poor teaching-learning experience; and that many schools built in recent years lacked proper fencing and adequate security measures, thereby exposing pupils and students in basic schools to danger.

“In many schools, the ratio of teachers to pupils was very low and this was very obvious from the overpopulated classes.

“Millions of naira was expended on toilet facilities in schools, but the toilets could not be put to use due to the lack of water,” the report added.

The Executive Director of Human Development Initiative, Mrs Olufunso Owasanoye, in her opening remark explained that in 2018, HDI in collaboration with Daily Trust Foundation and Civic Lab Media supported by MacArthur Foundation set out on fact finding mission of UBEC spends for six years between 2010-2015 in Kaduna, Lagos and FCT.

She noted that despite the huge amount spent on Universal Basic Education, there was little to show for it.

The Africa Director of MacArthur Foundation, Dr Kole Shettima, in his remark established why the foundation supported the research to improve quality of education received by all Nigerian children irrespective of background, social status, ability, ethics and gender.

He said, “The report will help stakeholders pay attention to key challenges facing the basic education sector in Nigeria."

The representative of the Executive Secretary of UBEC, Mr Mayowa Aleshin, applauded the MacArthur Foundation and Human Development Initiative for making it public that education for all was a responsibility of all.

Mr Aleshin emphasised that basic education was a mandate of state governments only supported by the Federal Government through UBEC.

He said, “HDI had presented the report to UBEC and the commission made inputs in it, the report is putting us on our toes to keep doing what we are supposed to do.”

Permanent Secretary, Lagos State Ministry of Education, Mrs Abosede Adelaja, said despite huge resources expended in basic education in Nigeria, the country was still experiencing increasing number of out-of-school children. Adelaja called on parents and other stakeholders to be involved in issues related to developing basic education in Nigeria.

An official of the Lagos State Traffic Management Agency,  Tope Akinde, has committed suicide.

Akinde hanged himself on a billboard around Salvation bus stop in the Opebi area of Ikeja, the state capital.

It is still unclear what led the civil servant to take such a drastic step.

Officials of the Lagos State Neighbourhood Safety Corps were said to have visited the scene of the incident to restore normalcy by controlling the crowd to enable vehicles have free movement.
