Gunmen on Thursday attacked residents of Abagana community in the Njikoka Local Government Area of Anambra state.

They also destroyed two vehicles after hoisting a Biafran flag.

According to the Anambra Broadcasting Service (ABS), the gunmen went to a commercial bank in the community where they shot sporadically into the air, dispersing bank customers and passersby.

“The gunmen, numbering about ten, who drove in black Honda Pilot Sports Utility Vehicle (SUV), equally hoisted Biafran flag at the gate of the bank, set fire on a Nissan Pathfinder SUV with registration number UR 640 KJA, and smashed glasses of a Honda car with registration number FST 456 AC, all parked in front of the bank,” a resident said.
 
It is however not clear if anyone sustained gunshot injury.

The incident comes a few hours after Nnamdi Kanu, leader of the Indigenous People of Biafra (IPOB), had accused the Department of State Services (DSS) of plotting to sponsor criminals to carry out attacks on banks while disguising as Eastern Security Network (ESN) operatives.

Speaking through the spokesman for IPOB, Emma Powerful, Kanu claimed that the propaganda was aimed at blackmailing ESN and tarnishing the image of the security outfit before the world.

The IPOB leader however assured residents and institutions including banks in the region of their safety.

Mixed reactions have continued to trail President Muhammadu Buhari's return to the country from London, UK where he had gone for a medical check-up.

Buhari had departed the country for London on March 30 to seek medical attention, a development which sparked heated outrage.

It also triggered the Buhari-must-go protest at the Abuja House, where he stayed in London. 

The protests continued for days and was stopped barely two days ago.

Two weeks after he left the shores of Nigeria, however, he returned to the country – on Thursday. 

In a terse statement on its Twitter page, the presidency wrote: “President @MBuhari is back in Abuja, after a private trip to the United Kingdom.”

But his return has continued to generate reactions with many Nigerians airing their views over the matter.

Many Nigerians on social media claimed that Buhari's return to the country would not change anything for good. 

For instance, Reno Omokri (@renoomokri), an aide to former President Goodluck Jonathan, tweeted: "Dear General @MBuhari, Nigeria needs a Commander-in-Chief of the Armed Forces, not a Traveler-in-Chief of Medical Tourism. Stay in Nigeria. Build hospitals. Because if you return to London, God sparing my life, I will also return to torment you!

"Regards #HarassBuhariOutofLondon Dear General @MBuhari, Welcome back to Nigeria. I am sure after the surprise package we arranged for you in London, you will think twice before returning. Now you know what my people and I are capable of, please focus on building hospitals for yourself and the masses."

Some students of the University of Calabar have questioned the school's credibility after its Vice-Chancellor, Professor Florence Obi, allegedly requested that final-year students in some selected departments return to 200 level over accreditation issues.

The aggrieved students lamented how much they had put into paying school fees and other dues alongside the money spent on assignments and projects over the years and how the development had left them unsettled.

The students, who spoke with SaharaReporters, said they look forward to a revocation of the order by the Vice-Chancellor so that they can finish up their programmes without any problems.

They alleged that the President of the school's Students' Union Government had been bribed by the Vice-Chancellor who bought him a car.

Another student also stated that the heads of the affected departments had done nothing to rectify the issue as they were all scared of the Vice-Chancellor.

One of the students said, “The Vice-Chancellor still insisted that we must go back to 200 level without considering us. The head of the department is doing nothing and the SUG President is also mute, he has decided not to fight for our rights simply because the VC bought him a car.

“The SUG is aware of this issue but they have done nothing. The HOD and the lecturers, they are all scared of the woman. They should know that we have spent money so far to get to this level. 

“Some of us sponsor ourselves in school. Most of us do different things just to go to school. If things are not handled well, some people can commit suicide because they might not have the courage to bear it.

“Many of us sponsor ourselves and after all these years of struggling to pay school fees, feed and ensure we do well so we can graduate and continue with life, all these things are coming to play. 

“Many of us engage in hard labour to raise school fees. When we go back to Warri, Delta State, we engage in strenuous jobs so we can get money to pay school fees, buy materials to carry out projects and assignments when we get back for the semester. 

“Some of our ladies in Lagos work in bars and pubs as waitresses for a while, especially during the holidays. The country is really hard, everybody is struggling to make ends meet. Parents cannot afford school fees and we chose to raise it ourselves and now, we are asked to get back to a level we've passed, it's so unfair.”

Another student said the affected students are planning to send a letter to the Minister of Education, Adamu Adamu so an end can come to the problem.

“We will file a letter to the minister of education so he will get to know about this, our voices must be heard.

“This is simply to show that they have been fooling us, they now want us to go back to 200 level and start all over again, how is that even possible?

“The HOD has not been able to do anything, he is just joining meetings upon meetings. They have not been able to come up with anything reasonable,” the student said. 

Another student said, “Is this school a scam? Is this not how fraudsters behave? We were given admission letters by the school, they were not forged, they are official. Now it seems like the school is saying that our admission was a scam. We paid school fees, from 100 level up till now and we are asked to go back to a particular level, where have all the fees we paid over the years gone?”

The Nigerian government has said the issuance of new SIM cards will resume on April 19.

The Minister of Communications and Digital Economy, Isa Pantami, disclosed this in a statement released by Femi Adeluyi, his technical aide (information technology), on Thursday.

The Nigerian government had in December 2020, suspended the activity as it embarked on an audit of the subscriber registration database.

Pantami announced that the country is set to implement a revised national digital identity policy for SIM card registration, adding that the national identification number (NIN) is mandatory at all levels.

The statement read: “The policy includes guidelines on new SIM Acquisition and Activation, SIM Replacement, New SIM Activation for Corporates and Internet-of-Things/Machine-to-Machine (IoT/M2M), amongst others.

“The possession of a National Identity number will be a prerequisite for each of these categories.

“For the corporate registration, institutions will be required to appoint a telecoms master (at the minimum of an executive management level) to provide the operational Primary NIN representation. The telecoms master will also be responsible for ensuring that the users provide their NINs to serve as a secondary NIN.

“For IoT/M2M activations, SIM security protocols would be implemented on the SIM profile to ensure that SIMs can only be used for point to point data services specific to the URL they are working with. All other services will be barred.

“In the event that a data-only service is particular to individual use (eg home car tracking, WiFi, MiFi services, etc), the standard NIN registration process will be followed. A telecoms Master will also be required for corporates requiring IoT/M2M activations.

“The full details of the requirements for each class of service will be made available in due course.”

Pantami further directed the Nigerian Communications Commission and the National Identity Management Commission to ensure that the provisions of the policy are strictly followed by all operators and subscribers.

The statement added: “The revised policy will ensure that operators conform to the required standards for biometric capture,” the statement added.

“The guidelines in the Policy have been painstakingly developed and while they are thorough, it should be noted that they have been developed that way in national interest since the SIM is essentially a national resource.

“The implementation of the policy will commence on Monday, 19th of April 2021. The issuance of new SIMs and other suspended activities will resume on the same date, as long as verification is done and the guidelines are fully adhered to.”

The Kano State Hisbah Board said it has arrested some youths in the state for eating in the daytime during the Ramadan, which proves that they were not observing the fast, which is compulsory for healthy adults.

The Director General of the Hisbah board, Dr. Aliyu Musa Kibiya, said those arrested in different parts of the state included three males and eight females.

“We will investigate and if they have cogent reasons we will release them. Those found wanting will however be enlightened and even prosecuted if need be,” Dr. Kibiya said.

He said a woman should not be seen eating in public during fasting, “for whatever reason,” adding that the board will arrest anyone found to be eating during the day.

“Fasting is compulsory for healthy, adult Muslims in the month of Ramadan except for the travellers, menstruating women or old people.”

Hisbah has been notorious lately for making controversial arrests in the state.

SaharaReporters had on March 25 reported how Hisbah invaded some off-campus hostels of the Bayero University in Kano, arresting students of the opposite sex found in the same room.

It had been gathered that the incident happened at Danbare, a small community directly opposite the university’s gate.

The agency had continued to enforce Sharia law by going after stylish haircuts, sagging of trousers, playing of music at social events by disk jockeys and tricycle riders from adorning their vehicles with pictures considered to be obscene and against the tenets of Islam.

This was in addition to other unusual directives reeled out by the Islamic police.

Hisbah recently made headlines for shaving stylish haircuts of young men in Kano and arresting people for improper dressing.

A barber and his customers were also arrested recently for giving and having haircuts respectively, which were said to be offensive to Islam. 

They are also notorious for destroying truckloads of alcoholic drinks.

Also in March, the Hisbah operatives had arrested two men suspected of sending pornographic materials to a married woman. 

The suspects were traced and arrested after the woman complained to the board.

The Kano State Hisbah Board said it has arrested some youths in the state for eating in the daytime during the Ramadan, which proves that they were not observing the fast, which is compulsory for healthy adults.

The Director General of the Hisbah board, Dr. Aliyu Musa Kibiya, said those arrested in different parts of the state included three males and eight females.

“We will investigate and if they have cogent reasons we will release them. Those found wanting will however be enlightened and even prosecuted if need be,” Dr. Kibiya said.

He said a woman should not be seen eating in public during fasting, “for whatever reason,” adding that the board will arrest anyone found to be eating during the day.

“Fasting is compulsory for healthy, adult Muslims in the month of Ramadan except for the travellers, menstruating women or old people.”

Hisbah has been notorious lately for making controversial arrests in the state.

SaharaReporters had on March 25 reported how Hisbah invaded some off-campus hostels of the Bayero University in Kano, arresting students of the opposite sex found in the same room.

It had been gathered that the incident happened at Danbare, a small community directly opposite the university’s gate.

The agency had continued to enforce Sharia law by going after stylish haircuts, sagging of trousers, playing of music at social events by disk jockeys and tricycle riders from adorning their vehicles with pictures considered to be obscene and against the tenets of Islam.

This was in addition to other unusual directives reeled out by the Islamic police.

Hisbah recently made headlines for shaving stylish haircuts of young men in Kano and arresting people for improper dressing.

A barber and his customers were also arrested recently for giving and having haircuts respectively, which were said to be offensive to Islam. 

They are also notorious for destroying truckloads of alcoholic drinks.

Also in March, the Hisbah operatives had arrested two men suspected of sending pornographic materials to a married woman. 

The suspects were traced and arrested after the woman complained to the board.

No fewer than 10,000 bags of rice bearing the name of former Lagos State Governor and National Leader of the All Progressives Congress, Bola Tinubu, have been taken to Internally Displaced Persons in Maiduguri, Borno State, and shared to the IDPs.

The Borno State House of Assembly, led by the Speaker, Abdulkarim Lawan and thousands of the IDPs taking refuge at various camps on Thursday received the Speaker of the Lagos State House of Assembly, Mudasiru Obasa, for donating and transporting the bags.

SaharaReporters on Monday had reported how Tinubu’s rice bags hit Kano State and residents jostled for the rice which has the inscription, “Jagaban – Asiwaju Bola Ahmed Tinubu.”

Flagging off the distribution in Borno with officials of the State Emergency Management Agency, the Borno Speaker said the intervention was the first of its kind since the Boko Haram crisis, while calling on other individuals to emulate the Lagos lawmaker.

He noted that the donation came at the right time, considering the economic hardship faced by traumatised IDPs in the state.

Lawan said the state governor, Babagana Umara Zulum, the National Emergency Management Agency and other humanitarian agencies had been in the forefront of alleviating the plights of IDPs in the state, but unfortunately, due to devastating effects of the Boko Haram crisis, there is much concern on meeting the economic demands of the displaced families and those living in host communities.

“We in Borno State, especially members of the Borno State House of Assembly are happy and very appreciative to the Speaker Lagos State House of Assembly, Mudasiru Obasa for donating 10,000 assorted bags of rice which we are distributing today,” he added.

Days ago in Kano, an Instagram username @mansurah_isah of Today’s Life Foundation had uploaded pictures of the event with a caption appreciating Tinubu’s foundation for the food items.

These developments in Kano and Borno states come amid claims that Tinubu is nursing presidential ambition ahead of 2023 although he has not publicly confirmed it.

The action further stretches what many believe to be calculated steps taken by the former governor to get the support of the North.

The National Leader of the All Progressives Congress had last month celebrated his 69th birthday in Kano State.

The decision had generated various comments but Tinubu claimed the move was to prove that Nigeria is one. 

In December 2020, he met with some scholars who threw their weight behind his “2023 presidential ambition”.

Tinubu had also been to Kaduna and Katsina states, which are among the states with the largest voting populations in the country.

He had also recently donated the sum of N50 million to victims of a recent fire outbreak at Katsina Central Market in Katsina State.

This was even as he paid sympathy visits to traders and other victims of the fire outbreak in company with the state governor, Aminu Bello Masari.

No fewer than 1,000 Yoruba Women from Uruguay, Argentina, Mexico, United Kingdom, Papua Guinea, Venezuela, Spain, France, and other countries on Wednesday visited the Ooni of Ile-Ife, Oba Adeyeye Ogunwusi, in his palace to canvass for the creation of Yoruba Nation.

Clad in traditional rural attire including body wrappers and beads, the women, under the aegis of Obinrin Oodua Agbaye, stormed the palace of the Ooni of Ife on Sunday.

Led by their worldwide Leader, Yeye Simisade Kuku-Onayemi and their Secretary-General, Owowunmi Babalola-Okocha, the women said the gods in Yorubaland had mandated them to commence spiritual measures that would lead to the prompt actualisation of Yoruba Nation without bloodshed, hence, their visit to their fatherland.

Omowumi, a resident of the United States, who was flanked by other Yoruba women from 37 countries, said the gods mandated them to conduct some spiritual measures in the palaces of Ooni of Ife, Alaafin of Oyo, Osemawe of Ondo, Ewi of Ado-Ekiti, Obaro of Kabba, Ayangburen of Ikorodu, Oloffa of Offa and Awujale of Ijebuland.

The women added that the outcome of the spiritual measures, which they said could not be discussed in public, shall unravel many things that would help achieve peaceful and prompt actualisation of the Yoruba Nation.

“All of us that you are seeing here today are top-notch professionals. We have medical doctors, lawyers, chartered accountants, engineers, development experts, journalists, academic dons, top bankers and entrepreneurs among us. The majority of us are working at blue-ship public and private organisations,” Kuku-Onayemi was quoted by the group, Yoruba Nation, on its Twitter page to have said.

She stated that the women are contented with what they have but are not happy with the situation of things in their country hence they are coming out to salvage their land traditionally.

Corroborating her leader, Babalola- Okocha was quoted this: “Upon consultations, we were mandated by the gods to visit the palaces of Ooni of Ife, Alaafin of Oyo, Osemawe of Ondo, Ewi of Ado-Ekiti, Ayangburen of Ikorodu, Oloffa of Offa, Obaro of Kabba and Awujale of Ijebu Land to carry our some spiritual measures that we cannot mention details in public hence our visit to the Oduduwa Source."

“When we are done with our consultations and prayers, the people of Yoruba Nation shall be surprised at the rate by which the Yoruba Nation shall come into reality without any bloodshed. It shall be amazing and the world shall be shocked,” Omowumi was said to have added.

In his remark, Yoruba Leader and Alana of Ilana Omo Oodua, Professor Banji Akintoye, who led the women to Ooni’s palace, reportedly described the action of the women as a powerful declaration signifying the departure of Yorubaland from Nigeria.

The 86-year-old member of the Second Republic Senate reportedly said, “Our women who gave birth to us have spoken. They have declared and Heaven has heard. What they have started is a powerful declaration showing the departure of the Yoruba Nation from Nigeria.

“It will be amazing and shocking by the time the declaration is made. Yoruba Nation shall be birthed and with the support of our women, our freedom day is nearer."

The Ooni, in his response to the development, reportedly highlighted the importance of women in the push for freedom, stating that the new twist to the agitation for self-determination is that women are now involved.

According to Yoruba Nation, Ooni said, “Whatever you are doing that women are not involved in cannot materialise. We are going nowhere if our women are not carried along and get involved. If you are married, and your wife is not happy with you, it is not going to work well with you unless the woman is not fighting you with sincerity.

“Women are not timid, they are warriors. From the Holy Bible, we read how Deborah fought for her people and conquered. Moremi fought and delivered the people of Ancient Ife from the Igbomekun who were our deadly adversaries. Therefore, women are key to our struggle for self-determination and we must carry them along, going forward.

“We will support our women and we are happy they are taking up the battle and picking up the gauntlets. Again, I want to say very expressly that If we fail to have the support of our women folks, we are going nowhere. Usman Baba Alkali cannot be confirmed as Nigeria’s Inspector General of Police (IGP) in the eyes of the law, a check by SaharaReporters on the Nigeria Police Act 2020 has revealed.

President Muhammadu Buhari had last Tuesday, asked Alkali to take over the office of the IGP with immediate effect.

Until his appointment, Alkali was the Deputy Inspector-General of Police, Force Criminal Investigation Department, Force Headquarters.

He is however up for retirement in March 2023 based on enlistment and age.

Alkali was born on March 1, 1963 (currently 58 years old), in Geidam, Yobe state and was enlisted in the Nigeria Police Force on March 15, 1988.

A check on the new police law signed by President Buhari in September 2020 mandated that only an officer with at least four more service years’ grace could be appointed as IG.

“The person appointed to the office of the Inspector-General of Police shall hold office for four years,” Section 7 (Part 6) of Act read.

Meanwhile, the Rule of Law Accountability and Advocacy Centre (RULAAC), a human rights advocacy group, has described the sacking of Adamu and his replacement with Alkali as unconstitutional.

Executive Director of RULAAC, Okechukwu Nwanguma, in a statement said President Buhari lacks the power to singlehandedly appoint an IGP.

The group noted that the President can only appoint a new police boss with the help of the Nigeria Police Council comprising him as chairman, all the 36 state governors, the chairman of the Police Service Commission and the outgoing IGP.

The statement read, “The procedure for appointment and removal of the Inspector General of Police is clearly spelt out in both the 1999 Constitution and the new Police Act 2020 which President Buhari signed into law in 2020.

“The procedure requires that the Police Council, comprising the President, the governor of each of the states of the federation and the FCT, the chairman of the police service commission and the sitting inspector general of police, would meet to consider the candidates and advice the President who will then appoint one of them based on the advice of the Council. The President also needs to consult the Police Council to remove a sitting IGP.

“The law does not empower the President to singlehandedly appoint or remove. There is no contemplation of an acting IGP whose appointment will be confirmed by the Council of State. The council of state has no role in the appointment process.

“President Buhari is currently out of the country on medical tourism. When then did the police council seat? The person appointed is not the most qualified among the potential candidates. The choice would probably have been different had the council sat. Minister of Police Affairs who announced the purported appointment is not even a member of the police council.

“President Buhari does not appear to be willing to break his streak of illegalities, from illegal extension of the tenure of a retired IGP to the abrupt removal of the IGP before the expiration of his illegal period of extension, to the appointment of an acting IGP without recourse to the constitutional and statutory procedure.

“The purportedly appointed acting IGP suffers irredeemable legitimacy deficit. He cannot command authority and respect because his appointment is illegal. It cannot stand. The President must begin to lead by example. He must put an end to the subversion of the law. Democracy is protected by the rule of law.”

Meanwhile, the Rule of Law Accountability and Advocacy Centre (RULAAC), a human rights advocacy group, has described the sacking of Adamu and his replacement with Alkali as unconstitutional.

Executive Director of RULAAC, Okechukwu Nwanguma, in a statement said President Buhari lacks the power to singlehandedly appoint an IGP.

The group noted that the President can only appoint a new police boss with the help of the Nigeria Police Council comprising him as chairman, all the 36 state governors, the chairman of the Police Service Commission and the outgoing IGP.

The statement read, “The procedure for appointment and removal of the Inspector General of Police is clearly spelt out in both the 1999 Constitution and the new Police Act 2020 which President Buhari signed into law in 2020.

“The procedure requires that the Police Council, comprising the President, the governor of each of the states of the federation and the FCT, the chairman of the police service commission and the sitting inspector general of police, would meet to consider the candidates and advice the President who will then appoint one of them based on the advice of the Council. The President also needs to consult the Police Council to remove a sitting IGP.

“The law does not empower the President to singlehandedly appoint or remove. There is no contemplation of an acting IGP whose appointment will be confirmed by the Council of State. The council of state has no role in the appointment process.

“President Buhari is currently out of the country on medical tourism. When then did the police council seat? The person appointed is not the most qualified among the potential candidates. The choice would probably have been different had the council sat. Minister of Police Affairs who announced the purported appointment is not even a member of the police council.

“President Buhari does not appear to be willing to break his streak of illegalities, from illegal extension of the tenure of a retired IGP to the abrupt removal of the IGP before the expiration of his illegal period of extension, to the appointment of an acting IGP without recourse to the constitutional and statutory procedure.

“The purportedly appointed acting IGP suffers irredeemable legitimacy deficit. He cannot command authority and respect because his appointment is illegal. It cannot stand. The President must begin to lead by example. He must put an end to the subversion of the law. Democracy is protected by the rule of law.”
