Former President Goodluck Jonathan has berated politicians who indulge in inducing the electorate during campaigns, stating that such actions are criminalised in international quarters.
Speaking on the occasion of his 61st birthday and the launch of his book, 'My Transition Hours', held in Abuja on Tuesday, Jonathan admitted that he didn't know that such actions by politicians were criminal, until he observed elections in foreign climes.
He said he made the comments on the electoral process in the country in order to pave the way for improvement that can be adopted by the Independent National Electoral Commission (INEC).
Speaking on his inspiration for the book, he said: "People ask me, 'why did you write such a book?' Because the tradition is that when many people leave office, they write their autobiographies. However, this is not my biography. Definitely, there are some statements about my beginning, primary school, secondary school, among others, because, of course, the journey started somewhere. And also my activities in government.
"There are certain issues in the government that were used against me during the election. The issue of Boko Haram and the Chibok girls; in fact, some people said I had brought Boko Haram to reduce the voting population of the North, so that I would win the election. So, I commented on the Chibok girls. Also, the fuel subsidy that was really used by the politicians. Of course, politicians must have smelt opportunities, so I don't blame them. Even if it's myself, I would probably do the same thing, but I needed to explain certain things as to why we took that decision. On the issue of corruption, I made some suggestions on how we should go about it.
"I also used this opportunity to make a little suggestion in terms of our elections. The issue of vote buying is becoming scandalous in Nigeria. We know that there is this concept of inducing the electorate, which most countries control. For all the countries I've gone to observe elections, ordinary inducement of the electorate is criminalised. But here in Nigeria, we take inducement of the electorate as a part of the electoral process. What I mean by inducing the electorate is that during campaign, we'll package rice, salt, photograph of the candidate and the logo of the party and distribute to the people. That is wrong by all international standards. I did not know until I got involved in observing elections.
"But those are still being considered as not serious offences. In all the countries I’ve gone to observe elections, even at the rallies, nobody will give you a pen with a candidate’s name on it. All what the candidate and the parties will do is the T-Shirt, face-caps and the fliers and banners of the party; nobody gives any gift."
Coming back to the Nigerian setting, he continued: "It graduated from inducing the electorate to outright pricing and buying of votes. INEC must do everything to stop that. We should take a cue from some African countries. In all the countries I’ve gone to observe elections, nobody builds polling booths. We have polling centres, public buildings such as schools. One school will have many polling units and it’s easier for the Police to police these polling units together and it’ll be difficult for someone who is in the classroom to show you the ballot paper.
"If you design the electoral process in a way that you cannot see the ballot paper, then the issue of outright vote buying will be addressed."
He also noted that the name of Adams Oshiomhole, National Chairman of the All Progressives Congress (APC), was "mentioned in two places in that book", and he asked him to "go and read about it".
Jonathan also revealed that the foundation launched in his name has enjoyed the support of all governors under the Peoples Democratic Party (PDP) as well as some governors under the All Progressives Congres (APC).
He extended special regards to his wife, Dame Patience Jonathan, and expressd the possibility of appearing on national television to reveal more about the book, should the occasion permit.
He also thanked those who had honoured him by gracing the occasion.

They may be sworn political enemies but Adams Oshiomhole, the embattled National Chairman of the All Progressives Congress (APC), and Bukola Saraki, Senate President, set aside their differences for a rare moment of camaraderie when they met at former President Goodluck Jonathan’s book launch on Tuesday.
Saraki and Oshiomhole have been at daggers drawn since the former crossed from the ruling party to the Peoples Democratic Party (PDP).
The two have exchanged a few unpalatable words in the media, with Oshiomhole insisting that Saraki must quit the office, but Saraki maintaining he will remain in office unless two-thirds majority of the Senate decide otherwise.
Only on Monday, after his party’s victory at the weekends House of Representatives by-election un Kwara State, as well as in Bauchi and Katsina states, Oshiomhole expressed ‘excitement’ with the “humiliating defeat that Sen. Bukola Saraki suffered in the hands of Kwara people”.
“What the people of Kwara have done to him is that they are going to politically bury him come February next year and he has seen the first warning,” he added.
However, when Jonathan launched ‘My Transition Hours’ as part of his 61st birthday celebrations, both men exchanged a warm handshake and posed for photos to the admiration of Atiku Abubakar, presidential candidate of the PDP, and other dignitaries.

Since on-air personality Oluwatosin 'Tosyn' Bucknor was found dead in her Lagos home by her French husband Aurelien Boyer on Monday night, tributes havine't stopped pouring in for her.
Her sister, Funke Bucknor, said it was due to sickle cell complications.
In a post on Instagram, the older Buknor wrote: "My heart is heavy but in all things we give thanks to God. My darling sister and besto, Tosyn, passed away last night due to complications from sickle cell. Love you."
Tosyn was born on August 15, 1981 and is a law graduate of the University of Lagos. She began her sojourn into radio broadcast with Tee A at Eko FM.
She was an intern at Cool FM where she hosted a programme on Saturdays titled 'Fun Hour Show'.
In 2009, after completing her youth service, she joined Top Radio where she established herself as the only female anchoring a morning show.
She will be remembered for her signature slang 'Area Mama'.
Tosyn was a radio presenter, singer, songwriter, writer and actress. She won numerous awards and featured in movies such as 'Tinsel', 'Now We Are Married', 'Dazzling Mirage', among others.
Tributes have continued to pour in from celebrities, who have taken to social media to mourn her passing.

President Muhammadu Buhari has said the only level left for Nigerians is the "next level".
Represented by Boss Mustapha, Secretary to the Government of the Federation (SGF), Buhari lauded Jonathan for his position on the 2015 election.
He spoke at the launch of 'My Transition Hours', a book authored by former President Goodluck Jonathan, held in Abuja on Tuesday.
His words: "I want to openly, as I have done on several occasions, salute the statesmanship, sportsmanship and courage embodied in the person of Dr Goodluck Ebele Jonathan who in 2015 without any pressure willingly conceded victory to me in the presidential election even when the collation of results was still in progress. Your Excellency, your singular act of placing a call to me doused and calmed frayed nerves all over the country and I sincerely thank you for being a true democrat and a patriotic Nigerian.
"It is important to restate that in the run-up to the 2015 election, Dr Goodluck Ebele Jonathan and I were parties to a common pact to ensure that the 2015 elections were violent-free and credible. The accomplishment of that objective has placed Nigeria as a leader in the development of democracy in Africa. To underscore his desire for peace and non-violence, Dr Goodluck Jonathan kept reiterating that no Nigerian's blood should be shed for his ambition.
"With this book being launched today, Nigerians, historians and scholars now have a firsthand account and an insight into what transpired during the transition hours. It is difficult for any citizen to imagine what went through the mind of Dr Jonathan during those long hours.
"In approcimately 88 days from today, Nigerians would be exercising their civic duty of electing who leads us in another general election. I call on all to all political leaders to see election as a contest based on principles, programmes, and aspirations that would uplift the nation. Elections should never become a declaration of war. Rather, it should cement our brotherliness and nationhood.
"Osita [Chidoka, who was Aviation Minister during the Jonathan regime], let me remind you. There is no better or best level. There is only the next level and we are all part of that."
He urged Nigerians to shun hate speeches, falsehood and bigotry and thanked Jonathan for "documenting his experience and for providing a guide for current and future leaders to follow".
The SGF extended his deep appreciation for what Jonathan did for the country, stating that the former president is "the leader of the past, leader of the now and leader of the future".
