An elephant named after the late Al-Qaeda leader, Osama bin Laden, has been caught after killing five Indian villagers, according to the AFP.

Wildlife officers tracked the elephant through a forest for several days using drones and domesticated elephants.

“We started the final leg of the operation today. Two darts were fired by experts which had tranquilised the male elephant,” a senior forestry official told AFP.

“Now the work is on to shift the elephant to a forest where there is no human habitation nearby.”

The animal killed five people including three women, during a 24-hour rampage through Goalpara district.

Officials said they would take the elephant’s welfare into account as well as the safety of people living nearby in deciding where it would be relocated

South African Police

At least eight South African police officers on Monday appeared before the Pretoria High Court for the alleged killing of a Nigerian, according to Channels TV.

They were arraigned before the court on murder and torture charges, more than two years after Ibrahim Badmus was killed in the Vaal area outside Johannesburg.

The court session was, however, delayed for over two hours before proceeding began.

Badmus, aged 25, was killed in October 2017 during interrogation in a police raid at the home he shared with some persons.

He was handcuffed, tortured and suffocated while being questioned by about three policemen at his home.

One of his flat-mates and a Congolese, Steve Lumbwe, had said that he witnessed the incident that led to Badmus’ death.

“I found Omo (the deceased), my tenant on handcuff. There was a plastic where they put paper spray on him.

“I asked the police ‘why are you doing this to him’? They said he’s a drug dealer, he must take out the drug and I was like ‘no, he doesn’t sell drugs’.

“My tenant was on handcuff and he started calling ‘Steve, I can’t breathe’. I started fighting with them and tried to help the guy but the other one (police officer) took me out as well.”

The incident, which came barely one week after another Nigerian, Jelili Omoyele, was shot dead in Johannesburg over an alleged 300 Rand parking lot debt, sparked outrage in Nigeria.

Chairman/Chief Executive Officer of the Nigerian Diaspora Commission, Abike Dabiri-Erewa, had said that the incident was gradually eroding the confidence of Nigerians on the determination and ability of the authorities to “put a stop to further and deliberate killings of Nigerians” living in South Africa.

Following the global growth of renewable energy, African oil producing states in a bid to attract selective foreign investors are now making it easier and cheaper for overseas companies to keep their oil and gas output flowing.

According to Reuters, Ghana and Gabon are currently adjusting terms to attract investors whose main concern is about long-term demand for fossil fuels as renewable energy gains ground.

The shift follows declining oil production in Angola and Cameroon and disappointing bid rounds in Ghana.

It also marks a recognition that the era of $100 per barrel of oil is over.

“Because of increased competition for investment in Africa, we are changing our strategy,” Mohammed Amin Adam, Ghana’s Deputy Minister of Petroleum, said at Africa Oil Week in Cape Town.

Also in accordance with Ghana on plans to revise oil and gas licensing laws, ministers from Angola, Cameroon and Gabon also stressed changes to legal and fiscal terms to boost their own production.

“We are aware that oil companies have to spend a lot of money. That is why we are careful in the way we design our (terms) to have it as a win-win,” Gabon’s Petroleum Minister, Noel Mboumba, said at the event.

As renewables and efforts to cut fossil fuel consumption gain ground, there are also growing concerns that the world will not need all of Africa’s oil.

“We don’t know how much new supply we’re going to need. So, obviously, everybody is going to have to be competitive for that,” Andrew Latham, Vice President of Global Exploration at Wood Mackenzie, said.

Ghana is planning to allow companies more leeway in where and when they can drill, while Angola is revising local content laws and privatising oil assets.

Cameroon’s Senate in April approved a reform to replace its 1999 petroleum code, sweetening tax terms for oil and condensate development and allowing companies to recoup “exploration expenses” from production sharing contracts.

Gabon revised its fiscal terms to reduce the government take for shallow and deepwater concessions and increased the cost-recovery limits for companies.

Nigeria, the continent’s largest producer, last week increased the amount oil companies pay the government for offshore production, while an overhaul of its oil and gas terms has languished for more than a decade.

The Shehu of Bama in Borno State, Kyari Ibn Umar El-Kanemi, has declared commercial sex workers unwelcome in his domain in order to eliminate vices and enhance peace in the area.

Personal Secretary to the emir, Abba Shehu-Umar, in a statement on Monday said the traditional ruler made the declaration in a message on Sunday to mark the 2019 Eid-el-Maulud celebration.

He said that the emir expressed displeasure at the increase in the number of commercial sex workers in the area following a clampdown on illegal brothels at Galadima Area of Maiduguri.

According to El-Kanemi, there had been an increase in social vices in the emirate since the relocation of the ‘’ladies”.

The traditional ruler said that his emirate would not condone illicit activities and other forms of criminality allegedly perpetrated by the sex workers.

The statement reads, “You may recall that these girls caused serious criminality in the suburb of the state capital; they engaged in open prostitution, child trafficking, drug abuse and other forms of criminality in the metropolis.

“The state government constituted a high powered committee to address the nefarious activities, which led to the demolishing of several hotels, brothels, and hideouts in Maiduguri.

“Now that the chances in the state capital are narrowing, they are exploring another safe haven in the local government councils.

“The trend cannot be accepted; I have instructed Village and Ward Heads to be vigilant and proactive as such attitude will not be condoned.”

Despite a technical ruling on Monday by the Court of Appeal sitting in Ibadan, Oyo State, that favoured Adebayo Adelabu of the All Progressives Congress on all counts brought before it in challenging the victory of Seyi Makinde of the Peoples Democratic Party in the March 9, 2019 governorship election, the latter remains governor of Oyo.

The court did not upturn the ruling of the election petitions tribunal that had earlier upheld Makinde's victory.

The Court of Appeal did not also order for a fresh election in the state.

Justice Yahaya, the lead judge of the four-man panel, despite upholding the decision of the tribunal, however, disagreed with the lower court on issues bordering on documents tendered by the APC.

In his reaction, PDP lead counsel, Eyitayo Jegede, told journalists that Makinde remains governor of the state since there had been no counter directive by the appellate court on his victory.

The lead counsel to APC, Adeboye Shobanjo, on his part, agreed with the court for allowing the appeal to hold.

He, however, stressed that the tribunal delivered a one-sided judgement.
