The Federal Capital Development Authority (FCDA) has explained why it cannot immediately fix the National Assembly Complex's leaking roof or do a total rehabilitation of the complex. 

It said the contract for the project is currently undergoing procurement processes. 

The National Assembly leadership had on Tuesday come under attack following an embarrassing viral video showing flooded chambers, lobby, and offices being mopped up by cleaners following a downpour.

The situation forced senators to abruptly suspend sitting.

Richard A. Nduul, Head, Public Relations and Information at the FCDA, said the management of the National Assembly had in 2019 approached the FCDA for total rehabilitation of the facility. 

The statement reads, “The attention of the Federal Capital Development Authority (FCDA) has been drawn to the recent flooding of the lobby of the National Assembly Complex, Abuja resulting from leakages from the roof. Our findings indicate that the leakages are traceable to blockages of drainages leading to seepage of water through expansion joints in the roof slab. 

“Full waterproofing of the roof of the White House building is a major aspect of the proposed renovation of the National Assembly Complex. 

"The Management of the National Assembly approached the FCDA in 2019 for total rehabilitation and upgrading of the NASS Complex to bring it in tune with Parliamentary Buildings around the world. 

“This contract is currently undergoing procurement process in line with the Procurement Act of 2007 and will therefore be awarded as soon as it is concluded in conformity with the requirements of the Act and also considering all other relevant parameters. 

"The Authority (FCDA) therefore assures that when the time comes, this project will be executed meticulously in order to ensure that the nation gets value for the funds that will be expended as this has been the tradition with every other assignment which the Authority has undertaken.”

By design, all public buildings in the nation’s capital, including the Presidential Villa are under the purview of the FCDA in terms of maintenance.

The Nigerian security operatives have allegedly arrested a senior commander of the Ambazonia separatist fighters, General Black Mamba around the Ikom border town. 

According to Biafra Nations League (BNL), scores of Ambazonians were also arrested alongside the leader, which has caused tension and panic at the Nigeria-Cameroon boeders, Daily Post reports. 

The security agencies are said to be carrying out the arrest after the Ambazonians attacked Nigeria security men and took their guns.

In a statement signed by its Deputy National Leader and Head of Operations BBs Media, Ebuta Akor Takon, the group said it has directed its members at land borders of Cameroon, especially those of Ejagham extraction to suspend any cross-border dealings with Southern Cameroons until the situation is calm.

Recall that BNL, based in the Bakassi Peninsula, had told companies operating under Nigeria in the Bakassi peninsula to vacate the area. 

The group alleged that Nigeria gets 60 per cent of the oil in the region and uses the money to “sponsor” the Nigerian military against the secessionist agenda.

A BNL commander, alias ‘Aso Rock’ accused the Nigerian government of “killing armless pro-Biafra supporters in Imo State and Rivers State”.

The native of Bakassi revealed that Nigeria does not have rights over the area since its territorial ownership was ceded to Cameroon.

A former National Youth Service corps member who served in Rivers State has complained that the Independent National Electoral Commission (INEC) in the state has not paid him his allowances for partaking as an official in the conduct of the general elections in 2019.

The ex-Corps member, who only identified himself as Babajide, said he tried his best to get the remuneration packages but was told by an indigene to desist from demanding it because it could put his life in danger.

Babajide said he would not like to reveal his full name for security reasons. 

He said while others attached to work with him during the elections were paid part of their money, he was not paid at all. 

According to him, he lodged complaints at the local and state offices of INEC in Rivers, but his efforts were futile.

He said one of the ladies who worked with him during the elections had her leg broken after an attack by political thugs.

Babajide who officiated for the INEC at Odiabidi and Okporowo in the Ahoada East local government area, on Thursday lamented that election malpractice, corruption, and political thuggery are the bane of good governance in the Nigerian society.

“It was about the last election in Rivers State; not only in that Odiabidi East and Okporowo. There are also other places that the Ad-hoc staff were not paid. When I went to make enquiries at the local government, the person in charge of the ward actually gave flimsy excuses. It got to a time that I saw that the man was tired. He also told me that it was the Head Office that did not respond to my plight. He was equally tired as many people were demanding their money to pay them.

“The official at the local government-led everybody involved to the state office. When I got there, I was angry but they asked me to come back. Before going, I asked the man from the local government to follow me and he did. He also helped in asking them questions. We checked the record and saw my name with others.

“I was particular with other people that worked with me. I was one of their executives when I was serving in the local government. Maybe out of appreciation, the LGI called me to come and participate in the conduct of elections in the state,” Babajide said.

He also narrated how they were attacked by hoodlums that caused mayhem in Rivers State during the elections, adding that a lot of Corps members in the state refused to officiate because of threats to their lives by thugs.

“The Corps members didn’t want to partake in conducting elections because of the information they had gotten. There was a lady I was attached to as the polling officer but I actually performed that task. On our way to the place, we were attacked by armed thugs. They ambushed us including the soldiers following us. We had to go back.

“During the presidential elections, everything was peaceful though we were under tension. Thugs were guarding us. But the elections went peacefully.

“When it got to the time of payment, they didn’t pay. But the LGI went to fight for them. I couldn’t reach the LGI again before I left for another community in the state to go and work. That was Eleme. When I heard that the corps members have been paid, I went to confirm and met the LGI. There he told me they would pay the rest. When I was not paid, I went to the local government to ask questions.

“When nothing happened, I went to the state office of the INEC. I told them I would expose them. But, till now, they have not paid me. One of the girls that worked with me that was also affected can testify to this. Her name is Comfort.

“Two others, Comfort and Daniel, and I as far as I know from my local government are the ones that have not been paid. The reason why I didn’t go further with it was that someone advised me to drop the case because they can kill people for even N1, 000 here. I decided that I would make the complaint elsewhere after leaving the state."

A native of the area, who resides in Port Harcourt, Ms Comfort Lawrence, who corroborated the story, said she was paid N13,500 out of N30,000 agreed.

Comfort who worked with Babajide confirmed that he had not been paid, adding that she did not know why his name was omitted.

“At the time of elections, he performed very well. I worked with him directly being an ex-corps member but he was not paid after the elections. They were saying his name was not in the record or that his name was omitted.

“Actually, I was paid N13,500 but the amount I was supposed to collect, which was N30,000. Babajide was not paid at all. There was another guy at that time too,” Comfort said

A Nigerian information technology worker, Chukwuemeka Onyegbula, has been indicted on wire fraud and identity theft charges by a federal grand jury in Seattle, Washington.

Acting US attorney for the western district of Washington, Tessa Gorman announced the indictment in a statement by the department of justice.

Authorities said Onyegbula using the name "Phillip Carter," with his co-conspirators was linked to at least 253 fraudulent filings for unemployment benefits in 17 states, AP reports.

The Nigerian was identified as an information technology engineer with Pan Ocean Oil Corporation Nigeria Limited.

He was arrested on June 3 and is said to be currently detained in Nigeria. It is not yet clear if he will be extradited to the United States for trial.

According to prosecutors, Washington, Arizona, California, Colorado, Illinois, Indiana, Kansas, Massachusetts, Michigan, Minnesota, Missouri, Montana, Ohio, Nevada, Rhode Island, Texas and Wisconsin paid out a total of nearly $290,000 (N119 million) on claims of unemployment. 

They also stated that the federal Small Business Administration paid out $54,000 (N22 million) in COVID-19 economic disaster claims filed by Onyegbula and his co-conspirators.

Washington state was severely victimised by fraudulent claims for pandemic-related benefits. It likely paid out more than $647 million in such fraudulent claims, though $370 million was recovered, according to state officials.

The indictment further alleged that Onyegbula and his co-conspirators accessed the COVID-19 economic injury disaster loan (EIDL) page on the small business administration’s website and submitted applications for loans using the “stolen” personal identifiable information (PII) of US residents.

The statement issued on Thursday by the US justice department reads, “Onyegbula allegedly used variations of a single e-mail address in a manner intended to evade automatic detection by fraud systems. By using this practice, Onyegbula made it appear that each claim was connected to a different email account,” 

“The email account used for fraud was linked to Onyegbula by various electronic evidence such as phone numbers and IP addresses. The email account contained information such as a visa application receipt, banking information and homework assignments by Onyegbula’s son. The cyber evidence also includes dozens of tax return information for U.S. citizens.

“Conspiracy to commit wire fraud is punishable by up to 30 years in prison when the offense relates to benefits paid in connection with a presidentially-declared disaster or emergency, such as the COVID-19 pandemic.

“Aggravated identity theft is punishable by a mandatory minimum two-year sentence to run consecutive to any sentence imposed on the other counts of conviction.

“This case is being investigated by the FBI, with assistance from the Department of Labor Office of Inspector General (DOL-OIG). The Office of International Affairs of the Department of Justice’s Criminal Division provided substantial assistance. The Washington Employment Security Department is cooperating in the investigation.”

SaharaReporters recalls a similar case involving Abidemi Rufai, a senior special assistant to Dapo Abiodun, governor of Ogun, who was arrested in the US over alleged fraud.

Rufai, who served as the Deputy Director-General of the Dapo Abiodun Campaign Organisation in the last governorship election in the state, was arrested at the JFK Airport in New York, the United States of America, on a criminal complaint of wire fraud for his scheme to steal over $350,000 in unemployment benefits from the Washington State Employment Security Department, the acting US Attorney, Tessa M. Gorman, announced.

The Katsina State Police Command has arrested a suspected 30-year-old kidnapper and rapist, Sirajo Dauda, of Rijiyar Basai village in Danja Local Government Area of the state for drugging and abducting an 18-year-old housewife, Jamila Auwal.

The command’s Public Relations Officer, Gambo Isah, who paraded Dauda before newsmen on Friday, said in the course of the investigation, the suspect confessed to have abducted and locked up the victim for five months in a room and raped her daily.

In another development, a notorious bandit, Ibrahim Abdullahi, aged 40 years who is also a gunrunner was arrested alongside his son and two others.

Gambo said they were nabbed at Tsaskiya-Ummadau road in Safana LGA of the state.

According to him, on 21/06/2021 at about 13:20 hrs, a team of Police Mobile Personnel (PMF) on patrol in the area accosted the bandits on two motorbikes.

He said in the course of the investigation, the team recovered the sum of N3,445,000 from the bandits. 

The police spokesman maintained that, during interrogation, the ring leader who confessed to being a gunrunner said they had taken six AK-47 rifles to one notorious bandit leader, Tukur Rabiu, alias Nasharme, hiding in Rijana forest along Kaduna-Abuja Road. 

He said they collected the said amount in return for the arms.

The suspect, he added also confessed to being engaged in gunrunning for one Abu Rade, a notorious bandit hiring in Rugu/Dumburum forest of Katsina and Zamfara states respectively.

Similarly, the suspect revealed that he was paid the sum of N100, 000 as commission for each arm supplied, adding that, he had supplied so many AK-47 rifles to different camps of gangs of bandits in the country.

Gambo added that a notorious bandit and cattle rustler, Ibrahim Iliya, aged 30 of Sabon Garin Dan Ali village in Danmusa LGA of the state has been nabbed by the police.

In the course of the investigation, the police spokesperson said the suspect confessed to being among the syndicate of bandits that attacked the poultry farm of one Alhaji Abubakar at Yantumaki village in Danmusa LGA and took away 49 cows, 41 sheep, and 13 goats valued over N5 million.

According to the suspect, he had participated in the crime alongside seventeen others presently at large.

India's IT minister on Friday accused Twitter of briefly blocking his account because of criticisms he made of the US microblogging platform in a standoff over new social media rules.

Ravi Shankar Prasad said in a "gross violation" of Indian regulations, he was without warning informed that his account was locked because of an infringement of US copyright law, AFP reports. 

The account remained out of action for almost an hour, he said.

"It is apparent that my statements calling out the high-handedness and arbitrary actions of Twitter, particularly sharing the clips of my interviews to TV channels and its powerful impact, have clearly ruffled its feathers," Prasad tweeted after his account was restored.

"Twitter's actions indicate that they are not the harbinger of free speech that they claim to be but are only interested in running their own agenda, with the threat that if you do not toe the line they draw, they will arbitrarily remove you from their platform," he added.

Twitter was not immediately available for comment.

The US firm has been locked for several months in a row with New Delhi over new rules for social media companies operating in India.

The regulations require firms to remove and identify the "first originator" of posts deemed to undermine India's sovereignty, state security, or public order.

Social media companies and privacy activists fear the vagueness of the rules means they could be forced to identify the authors of posts critical of the government.

Prasad on Friday said Twitter had not been adhering to the new rules because "it would be unable to arbitrarily deny access to an individual's account which does not suit their agenda".

Twitter insisted last week that it was making every effort to comply with the guidelines.

WhatsApp is challenging the rules in court, fearing that it will have to break its system of encryption that prevents anyone other than the sender and receiver from reading messages.

Last week, Twitter's top executive in India was summoned by police after a video of a Muslim man being assaulted went viral on the platform. 

Police accused Twitter of stoking sectarian tensions.

In May, police visited Twitter's offices to serve a notice to the US company over its failure to remove a "manipulated media" label that it had placed on a tweet by the ruling party's spokesman.

Twitter responded by accusing the authorities of "intimidation tactics".

The government says it recognises and respects the right to privacy and that the new rules are only to prevent "abuse and misuse of social media".

Twitter was recently banned in Nigeria after it deleted a comment posted by President Muhammadu Buhari in which he made reference to the Nigerian Civil War - 1967 - 1970.

Many Nigerians found the comment distasteful and complained to Twitter, leading to the deletion of the tweet.

In October 2020, from Ondo to Oyo to Lagos to the nation’s capital and parts of many other states, thousands of youths hit the streets to protest against harassment and extra-judicial killings by operatives of the now-disbanded Special Anti-Robbery Squad (SARS).

The demonstrations garnered the support of several influential figures across the world, especially after operatives of the Nigerian Army stormed the Lekki tollgate protest ground in Lagos and opened fire on unarmed protesters on the night of October 20.

SaharaReporters gathered that some of the protesters who participated in demonstration are still languishing in prisons accross the country eight months after.

The charges preferred against them are conspiracy to commit the following felonies, to wit: arson, riotous assembly, stealing and malicious damage.

At the Surulere Prison in Ondo West Local Government Area of Ondo state, three persons namely Ayodele Bukunmi, Ojo Samuel and Ani Obinna have been in detention for the past eight months.

Kpanou Robbert, Aletile David, Peter John, Muri Garuba, Garfar Olalere, Sunday Okoro, Augustine Chukwudi, Lateef Segun, Yakubu Jimoh and Nasiru Danjumoh were arrested at different locations in Lagos after the October 2020 protests and have been languishing at the Kirikiri Prison in Lagos.

In Oyo state, Adesina Ayobami Ademuyiwa and 10 others that allegedly participated in the #EndSARS protest have been detained at the Correctional Centre in the state since last October, eight months ago. 

It was learnt that human rights activists had drawn the attention of Oyo State Government to the cases, but the government insisted that the prosecution is being undertaken by the Federal government.

In October 2020, from Ondo to Oyo to Lagos to the nation’s capital and parts of many other states, thousands of youths hit the streets to protest against harassment and extra-judicial killings by operatives of the now-disbanded Special Anti-Robbery Squad (SARS).

The demonstrations garnered the support of several influential figures across the world, especially after operatives of the Nigerian Army stormed the Lekki tollgate protest ground in Lagos and opened fire on unarmed protesters on the night of October 20.

SaharaReporters gathered that some of the protesters who participated in demonstration are still languishing in prisons accross the country eight months after.

The charges preferred against them are conspiracy to commit the following felonies, to wit: arson, riotous assembly, stealing and malicious damage.

At the Surulere Prison in Ondo West Local Government Area of Ondo state, three persons namely Ayodele Bukunmi, Ojo Samuel and Ani Obinna have been in detention for the past eight months.

Kpanou Robbert, Aletile David, Peter John, Muri Garuba, Garfar Olalere, Sunday Okoro, Augustine Chukwudi, Lateef Segun, Yakubu Jimoh and Nasiru Danjumoh were arrested at different locations in Lagos after the October 2020 protests and have been languishing at the Kirikiri Prison in Lagos.

The Enugu State Commander of the National Drug Law Enforcement Agency (NDLEA), Mr. Bassey Aniete has said that the real enemies of the Nigerian society confronting the anti-drug agency are drug barons.

Aniete said drug barons and peddlers because of their greed, are responsible for exposing drug addicts to illicit drugs thereby ruining their health, Vanguard reports.

According to Aniete, people should pity drug addicts, while adding that all hope is not lost concerning how they can be useful to society again after they have gone through rehabilitation.

Aniete said this, Friday, at the introduction to the 2021 United Nations International Day Against Drug Abuse and Illicit Trafficking.

He said that, “The global drug situation is worrisome and Nigeria or indeed Enugu State cannot be separated, both in prevalence and the attendant consequences. Our youths are getting increasingly involved in drug abuse and trafficking which to a large extent has threatened their future growth rate and development.”

He further revealed that the command within January and June 2021 arrested 46 suspects made up of 38 males and eight females with the seizure of 717.578 kilogrammes of cannabis sativa, 132.39 grammes of cocaine, 34.90 grammes of methamphetamine and 81.810 kilogrammes of psychotropic substance.

Aniete stated that the command has during the year prosecuted 20 suspects, comprising 16 males and four females, out of which it secured seven convictions, while 45 clients were counselled, rehabilitated and successfully reintegrated into the society.

Aniete noted that the United Nations Office on Drugs and Crime (UNODC) World Drug Report, 2018, disclosed that about 14.3 million Nigerians between the ages of 15 and 64 years had used drugs. 

He appealed to all stakeholders in Enugu state to join forces in tackling the menace of drug trafficking and abuse.

The President Muhammadu Buhari’s government on the platform of the All Progressives Congress (APC) promised in 2015 to deliver three million new jobs yearly, and ought to have given the teeming population of unemployed Nigerians 15 million jobs by the end of last year.

Checks by SaharaReporters into the 2015 APC Manifesto confirmed that the party assured that the Buhari government would create three million new jobs a year through “public works programmes and shifting the economy towards value-added production.”

The APC had packaged Buhari as a repentant dictator and democrat, whose coming to power would create millions of new jobs yearly.

In stark contrast however, the National Bureau of Statistics in one of its latest reports by December 2020 said Nigeria’s unemployment rate was 33.3 per cent of the 122 million Nigerians within the working age bracket of 15-64 years.

This means that about 30 million Nigerians were not unemployed as of December 2020.

The NBS also stated that the unemployment rate in Nigeria increased from 27.1 percent in the second quarter of 2020 to 33.3 percent in the fourth quarter.

A Bloomberg report also added in March 2021 that Nigeria surpassed South Africa on a list of 82 countries whose unemployment rates were tracked, with Namibia leading the list with 33.4%.

The report said Nigeria’s unemployment rate surged to the second highest on a global list of countries monitored.

But the APC manifesto in 2015 had stated that the Buhari presidency would provide lots of jobs. 

The APC manifesto partly reads, “Relief – A decent life for every Nigerian; Jobs, three million new jobs a year; create three million new jobs a year through public works programmes and shifting the economy towards value-added production will be our primary economic target. The most effective way of tackling poverty is through job creation and radical reduction in unemployment. We will embark on macro and micro economic policies that focus like a laser beam on job creation. Job creation will be the APC government’s first priority.

“On poverty; Introduce the first phase of direct conditional monthly social security payment for 25 million of the poorest Nigerians. Health; Create a network of local health centres providing free services and drugs such that no one lives more than 5 kilometres from help.”

The party had also promised a “Housing and Urban Renewal Decent Housing” where it would bridge the 17million housing deficits in the country.

“An APC Government will work with the states to reduce slum-living in our cities, upgrade housing and provide access to key services by promoting private sector investment in urban renewal through land reform and investing in local infrastructure such as water and sanitation services 

“The APC’s Commonsense Solutions will establish a National Housing Policy in co-operation with state governments with target of raising enough finance to build up to 1 million new houses a year over the next decade,” it had said.

A cleric, Prophet Segun Adebayo, has stated that God has rejected former President Olusegun Obasanjo, because when he had an opportunity to clean up the mess in the country in 1999, he failed to use his opportunity.

The cleric added that God had also rejected President Muhammadu Buhari and he could foresee a crisis in northern Nigeria, saying the only man with a solution is one of the conveners of the Yoruba nation agitation, Prof Banji Akintoye.

The prophet said these in an interview by Asabeafrika.com, obtained by SaharaReporters on Thursday.

Speaking in Yoruba, Adebayo of the Christ Apostolic Church, said Obasanjo was disobedient to God and “the grace has left him".

The prophet said, “The Lord sent the hosts of heaven with many swords. The swords have not gone back. There will be a crisis in the North; the people of Buhari will be no more. Where is the generation of Murtala Mohammed?

“Obasanjo was a beloved of God but he was disobedient. The grace has left him. When he got there in 1999 was when he was given the opportunity. That was when we gave Obasanjo the grace to rectify what was wrong. And we told him, he did not listen. What they wanted to eat did not let them listen.

“Solution will not come from him again. I am praying for Baba Akintoye – Prof Banjo Akintoye. I saw that they gave him a solution. That was why I said Sunday Igboho and Gani Adams should not fight each other.

“What God sent Igboho to do is what he is doing. Let Gani Adams not let people push him. I called Baba Akintoye and I told him that he should warn Sunday Igboho to be wary of the people around him.

“They should not let kings and politicians divide you and Igboho. You are the ones that God will give the glory in this struggle. It is he who ends the struggles that we will say well done to.”

“He should please be careful. God makes a prophet see what they (the monarchs) think people do not see. Let Oba Ogunwusi also be careful. Let him be careful. Let both of them be very careful. The Lord says you both are betraying our cause. Go and be careful.”

The prophet also warned the Ekiti State Governor, Kayode Fayemi, and the Oyo State Governor, Seyi Makinde, to be careful with how they govern their states.

“Fayemi, governor of Ekiti, go and be careful. You cannot be president. He cannot be president. It is all lies. He should go and be careful. Oyo State governor, go and be careful.
