Nigeria’s vice president Yemi Osinbajo

Vice President, Yemi Osinbajo, has said that concerted action by countries around the world was crucial towards tackling terrorism in the Sahel region, as well as the challenges posed by Boko Haram and ISWAP in Africa.

Osinbajo made this call when he received a delegation of members of Egypt’s Parliament (House of Representatives), led by its Speaker, Dr Ali Abdel-Aal Sayed Hamad.

The delegation also included the Egyptian Ambassador to Nigeria, Assem Hanafy Elseify, according to the News Agency of Nigeria.

He said, “We urge Egypt to join us in calling upon the world, the international community, to immediately see the need for a concerted action against Boko Haram, Islamic State’s West Africa Province, and terrorist groups operating in the Sahel in particular.

“We think that it is time for that kind of concerted action in the Sahel. And with such concerted action, we believe that we can prevent a situation as seen in some parts of the Middle East where damage to lives and livelihoods was done by ISIS.”

The Committee For Defense of Human Rights has condemned the proposed Operation Positive Identification to be carried out by the military across the county.

In a statement on Monday by President of the group, Dr Osagie Obayuwana, the CDHR said that the initiative was aimed at taking off in December.

The military claims that the operation will allow Nigerians to provide documentary proof of identity to separate citizens from aliens and to checkmate bandits, kidnappers, armed robbers, ethnic militias and other criminal elements in the society.

However, CDHR argued that the move will only infringe on the movement of the people of Nigeria, which is protected by the 1999 constitution under section 41.

The statement reads, “The bulk of Nigerians do not possess the other means of listed identification, this would pose a grave danger to the right to liberty of many.

“At any rate, possession or no possession of an identity card is not proof of inclination or propensity to commit crime or not.”

Managing Director of Asset Management Corporation of Nigeria, Mr Ahmed Kuru, has advised government to make the debt-ridden Arik Air a national carrier.

Kuru also castigated the various fees and charges imposed on airline operators by agencies in the sector, saying with such high fees, no airline in Nigeria could successfully operate for 10 years without a major crisis.

Kuru made the statement on Monday when he appeared before the Senate Committee on Banking, Insurance and other Financial Institutions led by Senator Uba Sani.

Kuru declared that it would be wrong for the government to set up a new airline from the scratch when an airline like Arik Air, which had been repositioned and reinvigorated by AMCON since taking over in February 2017, was available.

He said that the airline had all the facilities to make a new national carrier, stressing that the country was going through tight budget implementation.

But to do that, Kuru said the National Assembly must reform the aviation sector by reducing the different layers of charges by different agencies, which makes it extremely difficult for airlines to survive in the country.

He said, “Arik has enough aircraft and facilities that can be used to set up a new airline.

“Even if the government wants to set up a national carrier to service just the domestic market, which currently has a lot of gap, it is possible with what Arik currently has.”

The Senate Committee on Sustainable Development Goals on Monday walked out the Minister of State for Works and Housing, Abubakar Aliyu, from a budget defence session, according to a report by PUNCH.

The panel said the minister was not competent to defend the ministry’s budget.

Aliyu had appeared before the lawmakers to defend 2020 budget proposal of the ministry.

Chairman of the committee, Senator Aishat Dahiru, prevented the minister from presenting the budget.

They, therefore, requested the presence of the substantive minister, Babatunde Fashola, who is back to the same ministry for a second term in office.

Dahiru said Fashola must appear in person to clarify the implementation of some 2019 SDGs projects.

She said, “Most of the replies to correspondences the committee exchanged with the ministry were personally signed by Fashola.

“The issues for which the committee is seeking clarification took place when Fashola was Minister of Power, Works and Housing, hence, he is the only one competent to shed light on them.”

Introduction

Information rules the world today. More often than not, the type of information we receive affects our choices, our relationship with others, the quality of life we live, the kind of influence we have on others, the extent to which others influence us, the kinds of activities we undertake and the roles we decide to play in society as citizens and participants in the democratic process.

While Article 19 of the Universal Declaration of Human Rights talks about everyone’s “right to freedom of opinion and expression”, it is important, according to UNESCO, to equip citizens with competencies needed to seek and enjoy the full benefits of this fundamental human right. Media and Information Literacy as a field of engagement provides citizens with the requisite competencies for the realisation of their rights.

Why Media and Information Literacy?

Media and Information Literacy competencies are important because they assist teachers, parents, educators, students and youth, etc. to become agents of social change and enhance intercultural dialogue and understanding.

The EU-funded UNESCO MIL project in South-East Europe and Turkey which “seeks to strengthen freedom of expression, access to information, free, independent and pluralistic media, ensuring that journalists and media are key drivers for democratic, sustainable and peaceful development in the region”, notes that, “At the heart of media and information literacy lies the need to empower citizens with essential knowledge about the functions of media and information systems in democratic societies, under what conditions these functions can be performed and how citizens can evaluate the quality of the content they provide.”

A media and information literate citizen is one who can analyse, evaluate and create messages in a wide variety of media modes, genres, and forms. Because we are daily faced with diverse and overwhelming information, in some cases in unfiltered formats, in other times deliberately skewed to misinform, MIL has become an essential tool for social understanding and cohesion.

Social media and new media technologies

One of the challenges we are confronted with as we try to explore the frontiers of MIL is the place of social media and new media technologies. Social media is a radical departure from media as we have known it. Social media enables wider participation; it is interactive; it gives media users the opportunity to share information, videos and pictures, sometimes in real time.

The expansion of new media technologies has led to the rise of social media platforms—like Facebook, Twitter, Instagram and YouTube—and apps which young people have exploited, sometimes for good and sometimes for malicious activities. Young people are increasingly taking advantage of the power of social media to interact as well as share knowledge and information.

MIL experts and enthusiasts are interested in understanding the kinds of impact social media have on the way young people communicate and relate to people from different social, political, cultural and religious backgrounds. This understanding will offer greater opportunities for new types of citizens’ engagement centered on freedoms and eradicating inequalities. It will also help address issues of safety, security, privacy, violence, stereotyping, gender, etc.

Critical thinking and intercultural dialogue skills

MIL emphasises critical thinking and intercultural dialogue skills about accessing information and the media as well as understanding media messages. Information is key to our understanding of the world around us and the way news and information is delivered and accessed can have a bearing on how we interpret and incorporate the news and information.

Critical thinking and intercultural dialogue skills help citizens overcome the vulnerability associated with use of social media. The explosion of different life-altering apps and websites that can distort reality or present “alternative facts” is a clear and present danger and a challenge for those seeking to identify reliable sources of information. It is, therefore, critical that young people, as well as all citizens, have the skills and develop the ability to identify these apps and websites.

Verification and the deepfake phenomenon

Given that most people access the Internet privately and a lot of the content available is often not verified by an independent source and can be manipulated, it is important that Internet users understand how to distinguish what is factual from what is biased, inaccurate or fake. “Fake news” is a global phenomenon that has blossomed with the rise of social media. In today’s post-truth world, it is not out of place to see those willing to propagate falsehood create disinformation to support their lie, while those caught with inappropriate behaviour write off the evidence of their bad behaviour even with more disinformation

Currently, a lot of made-up news stories and fake videos featuring prominent politicians litter the social media. Obviously, people do not just share content because they believe it, they do it for a host of other reasons. Purveyors of “fake news” seek to distort reality for fame, financial considerations or even for sinister motives. For instance, studies have shown that creating and sharing false or misleading information is often rewarded on platforms like Facebook. Unfortunately, these fake contents find their way into the mainstream media. Himma-Kadakas, Marju writing in the July 2017 edition of Cosmopolitan Civil Societies: An Interdisciplinary Journal, notes that fake news which often reverberates as misinformation in social media occasionally finds its way to the mainstream media as well.

With the recent faked video of Mark Zuckerberg, co-founder of Facebook, on Instagram, the “drunk Pelosi” video, and the deceptively edited video of President Trump’s speech from the Oval Office, we seem to have entered into the next level of post-truth era in which “deepfake”—the new phenomenon of human image synthesis based on artificial intelligence—is now in ascendancy.

Many technology researchers and scholars are of the strong opinion that deepfakes—realistic-looking content developed using machine learning algorithms—and cheap fake—modifying video content slightly to create false reality—will herald a new era of information warfare. There is need, therefore, for governments, journalists, politicians, media practitioners, academics and other citizens to be concerned about the technological sophistication of artificial intelligence – generated deepfakes because not only is it dangerous to democracy, it often renders evidence meaningless.

Cheap fake, it has been noted, is already calling into question the methods of evidence that scientists, courts, and newsrooms traditionally use to call for accountability. Hence, the need to emphasise the ethical use of information, technology and media, especially on social media platforms since cheap fakes rely on free editing software that allows digital manipulation as well as nontechnical manipulations of content and footage that are crisis prone.

Conclusion

We can help young people to stay out of harm’s way by empowering and educating them on how to avoid or manage risks related to Internet use. More importantly, the looming threat of deepfake and cheap fake is worth the attention, especially from undiscerning audience who might be a victim.

There is need to inform and educate citizens on Artificial Intelligence, algorithm and potential threats of deepfake technology while also bearing in mind that disinformation does not have to be high-tech to cause serious societal damage.

Citizens also need to be aware of the different social media platform moderation policies on posted content since different platforms have varying verification and tolerance for faked content. Ethical use of information, technology and media should be a priority educational need in today’s post-truth world where truth is becoming a scarce commodity.

The Nigerian Governors’ Forum on Monday said the consequential increment in the implementation of the N30,000 minimum wage would depend on the capacity of each state government.

Chairman of the group and Governor of Ekiti State, Dr Kayode Fayemi, stated this while briefing journalists in Abuja, according to the News Agency of Nigeria.

He said, “The forum as the representative body of the states keenly followed what happened in the negotiations that led to that template.

“As far as we are concerned, the best the forum can do is to stick with what has been agreed with the states. States are part of the tripartite negotiations.

“States agreed to that N30,000 minimum wage increase.

“States also know that there will be consequential adjustment but that will be determined by what happens on the state-by-state basis.

“Because there are different number of workers and different issues at the state level.

“Every state has its own trade union joint negotiating committee and they will undertake this discussion with their state governments.”

Omoyele Sowore

Residents of Haworth, New Jersey, United States of America, has said that starting from Monday (today), a yellow ribbon with inscription “#FreeSoworeNow” would be placed at strategic points within the community every day until pro-democracy activist, Omoyele Sowore, is released by the Nigerian Government.

The Bergen County community made this known on Monday in an invite to sent to residents and neighbours.

The community sympathise with Sowore’s family whom had not seen their father and husband for over 87 days.

In a notice, the community said, “The Bergen County community is coming together to tie 87 Yele Ribbons to unite, support and pray for Sowore’s safe return home.

“The yellow ribbon has long been a symbol for absent and missing loved ones.

“For each day until Sowore’s safe return home, an additional ribbon will be added. #FreeSoworeNow.”

The community described Sowore as a man known for his dedication to truth and his efforts towards a Nigeria that works for all citizens regardless of socio-economic background, religion or ethnicity.

Sowore was arrested by the DSS in Lagos on August 3, 2019 for calling on Nigerians to take to the streets in peaceful demonstrations to express their displeasure at the poor state of governance in the country.

The government is charging Sowore for insulting President Muhammadu Buhari and planning to bring down his government – charges the pro-democracy campaigner vehemently denies and that had been described by legal practitioners across and beyond Nigeria as laughable and baseless.

The case has been fixed for November 6, 7 and 8 for accelerated trial by the court.
