The United States Government on Thursday gave visa officers more power to block pregnant women abroad including those from Nigeria from visiting America.

Under a new rule, the US Department of State directed visa officers to stop “birth tourism” — trips designed to obtain citizenship for children of pregnant women to the country.

The President Donald Trump’s administration is using the new rule, which takes effect on Friday, to push consular officers abroad to reject women they believe are entering the United States specifically to gain citizenship for their child by giving birth.

The visas covered by the new rule are issued to those seeking to visit for pleasure, medical treatment or to see friends and family, a report by The New York Times, said. 

Conservatives have long railed against what they call “anchor babies,” born on American soil and used by their parents to bring in other family members. 

President Trump has also criticised the constitutional provision that grants citizenship to most babies born on American soil.

It is not clear whether such “birth tourism” is a significant phenomenon or that “anchor babies” do lead to substantial immigration, but many conservatives believe both issues are real and serious. 

“Birth tourism poses risks to national security,” Carl C. Risch, Assistant Secretary for Consular Affairs at the State Department, wrote in the final rule. “The birth tourism industry is also rife with criminal activity, including international criminal schemes.”

Consular officers were already unlikely to grant visa to women, who they believe were travelling to the United States solely to give birth. 

But with the new rule, the White House seems to be signalling to officers abroad that those close to delivering a child would be added to a growing list of immigrants unwelcome in the United States.

Nigeria is number three on birth tourism list in the United States after Russia and China.

On Tuesday the US announced plans to impose fresh visa restrictions on countries including Nigeria. 

Trump’s administration said the move was necessary to prevent potential acts of terrorism, as countries on the list don’t adequately vet their travellers to America.

Andy Ruiz Jnr has parted ways with his trainer, Manny Robles, following his rematch loss to Anthony Joshua.

The Mexican was outclassed by the British heavyweight in Saudi Arabia in December as he lost via a unanimous decision, gifting his titles back to Joshua after a stunning upset last summer.

Ruiz stopped Joshua in Madison Square Garden last June to claim the IBF, IBO, WBA Super and WBO belts, but he admitted to overeating and partying in the aftermath of his historic win, and Robles said the split was inevitable. 

Speaking to ESPN, Robles said Ruiz had been out of control in the build up to the crucial rematch, with the man himself admitting he 'wished he had taken it more seriously'.

But he added that the relationship was never going to work going forward because Ruiz 'wasn't listening'.

He said, “I've seen it coming, I'll be honest with you. Andy was just doing whatever he wanted to do. The dad, obviously with him being the manager, he just had no control over his son. None of us had control of him for that matter.

“Fortunately for me, Andy took the blame on himself and didn't sit there like a majority of fighters and blame the coach.”

Speaking after his one-sided loss to Joshua, Ruiz said his emotional victory over his rival last year had put him on cloud nine and took celebrations a little too far.

He said, “I was having too much fun, I was celebrating too much. Even out of shape, even the way that I was training back and forth (between Mexico and California). I wish I had taken it more serious.”

Ruiz will now be looking for a new coach for 2020 as he looks to put himself back on the heavyweight map.

The Christian Association of Nigeria has called on all Christians across the country to embark on a prayer walk to protest the gruesome killing of the CAN Chairman in Michika Local Government Area of Adamawa State, Rev. Lawan Andimi, by Boko Haram terrorists.

CAN President, Dr Samson Ayokunle, disclosed this during a briefing with journalists in Abuja on Thursday.

He noted that the walk was aimed at rendering prayers for the country to overcome the criminals troubling Nigeria.

He said that it would be difficult to believe that the government under the present administration was not colluding with insurgents to exterminate Christians in Nigeria.

He called on President Muhammadu Buhari to overhaul the security apparatus in the country with a view to improving the safety of Nigerians.

Ayokunle asked government to label Miyetti Allah a terrorist organisation.

He said, “Government should order the arrest of the leadership of the Miyetti Allah for sponsoring and perpetuating crime of Nigeria and prosecute them for all the killings in Southern Kaduna, Benue, Plateau and Taraba states, among others.

“Also, government should publish names of all kingpins of the terrorists in detention and those who are being prosecuted.”

Two suspected thieves were on Thursday lynched and set blazed by angry residents of Biogbolo area of Yenagoa, Bayelsa State after robbing a cash point outlet.

An eyewitness said that the robbers’ Sports Utility Vehicle was also burnt by the furious residents. 

Meanwhile the police in the state have condemned the mob action leading to the deaths of the two suspects. 

Commissioner of Police in the state, Uche Anozia, has ordered an investigation and said that those responsible for the act will be arrested and prosecuted.

The Nigerian Civil Aviation Authority has warned airlines on regional and international operations to be wary of importing human remains into Nigeria following the continued spread of Corona Virus from China.

NCAA said that before any airline could bring in dead bodies into Nigeria, such a carrier must first contact the Port Health Services at all international gateways for clearance.

A statement signed by Public Affairs Manager of NCAA, Mr Sam Adurogboye, made the announcement, adding that high level of vigilance must be maintained by airlines at all the points of entries into the country.

Airlines are ordered to report to NCAA in writing any suspected case of communicable disease observed in flight or at any point of entry especially the international airports.

A group of women in Ondo State on Thursday described the establishment of ‘Operation Amotekun’ as solace for vulnerable women and children, who had been targets of attack in the hands of marauders.

The women under the aegis of the Association for Human Development, a non-governmental organisation, said the people of the South-West can now heave a sigh of relief and enjoy some peace.

According to them, ‘Operation Amotekun’ initiative came at a right time when it was needed and would help curb incessant attacks and destruction that had long ravaged the South-West.

One person has died of Lassa Fever while three others are undergoing treatment for the disease in Borno State. 

Commissioner for Health in the state, Dr Salihu Kwayabura, made the disclosure while speaking with journalists on Thursday.

He revealed that the victim died at the University of Maiduguri Teaching Hospital. 

He said, "I call for calm among members of the public, and people should exhibit best sanitary practices and high level of responsibility with regard to maintaining hygiene."

The Nigerian Government has agreed with governors of South-West on the creation of 'Operation Amotekun'.

This came after a meeting between the governors and Vice President, Yemi Osinbajo.

The government in a statement said that the governors must ensure that necessary legal instruments were put in place by each of the states for the initiative.

The statement reads, "Vice President Osinbajo met today with South-West governors, the Attorney-General of the Federation and Inspector-General of Police.

"Having regard to the need for all hands to be on deck in addressing the security concerns across the country, it was agreed that the structure of Amotekun should also align with the community policing strategy of the Federal Government.

"It was also agreed that necessary legal instruments will be put in place by each of the states to give legal backing to the Amotekun initiative and address all issues concerning the regulation of the security structure,"

The National Drug Law Enforcement Agency has revealed that Ethiopian Airlines and South African Airways had the highest numbers of drug traffickers on their aircrafts in and out of Nigeria in 2019.

The agency also said it arrested a total of 101 drug traffickers and impounded 377.801kg of banned substances at the Murtala Muhammed International Airport, Lagos, in 2019.

The anti-narcotics agency said that its efforts at curbing the spread of the illicit drug paid off in the last year as several new means of couriering the item were exposed.

The agency also had total seizures of 76 within the year under review.

NDLEA Commander, MMIA Command, Garba Ahmadu, gave the statistics on Thursday in his office during an interaction with journalists.

The breakdown of the statistics indicated that out of the 101 suspects arrested within the past year, 87 of them were males, representing 86.14 per cent of the total arrested suspects, while the others were 14 females, indicating 13.86 per cent.

According to him, the command arrested 93 suspects in 2018, but the figure increased by eight in the preceding year.

He explained that the number of seizures recorded in the year under review also increased to 76 seizures from 73 in the previous year, showing an increase of 4.11 per cent.

He said, “The record of arrest in the year under review indicates that there is increase in the number of persons arrested from 93 persons last year (2018) to 101 persons this year showing 8.6 per cent increase.”

Ahmadu stated that cannabis sativa led the highest kilogrammes of illicit drugs seized in the year under review with 44.71 per cent, methamphetamine; 24.93 per cent, cocaine; 9.03 per cent, ephedrine; 7.45 per cent, heroin; 5.75 per cent, while other psychotropic substances accounted for 8.13 per cent within the period.

In terms of kilogramme, cocaine had 34.109kg, heroin; 21.72kg, cannabis sativa; 168.922kg, methamphetamine; 94.18, ephedrine; 28.14, psychotropic substances, which included tramadol and diazepam) was 31.99kg.

The total kilograms of drugs seized according to Ahmadu was 377.801kg as against 5377.125kg recorded in 2018, showing an annual decrease of 92.97 per cent.

He added, “Their mode of concealment included bag and baggage packing, ingestion and anal insertion. Baggage was 80 per cent while the others were 14 per cent.”

He further revealed that the agency secured 36 convictions out of those arrested in 2019, while others were still in various courts in Nigeria undergoing trials.

Apart from this, the command also received 42 male deported for drug related issues in 2019.

An advocacy group, Do Foundation, has expressed concern over the rise in violence against women and defilement of children in Bayelsa State, stating that over 70 cases of both were recorded in 2019.

According to the group, while 30 cases of child defilement were recorded, two arrested paedophile committing suicide to escape justice after arrest.

President of Do Foundation, Dise Erhisere, while speaking with journalists in Yenagoa, said safety and development of children was under serious threat.

Erhisere said, “In 2019, it wasn't easy dealing with cases involving paedophiles, especially as it was about the abuse of children.

“We had over 30 cases or complaints that got to us through parents of the victims, the victims themselves during our speak-up campaigns. The cases were quite worrisome, painful and heart-breaking too.

“One of them was a man who used his hands/fingers to open a child’s vagina.

“Another two incidents were cases of teachers who defiled their pupils. The greatest challenge in all of this incidents is the fact that even relatives of victims eventually withdraw from their complaint when the matter is at the top stage of investigation. We even had a case of a pastor who came to plead on behalf of a paedophile.

“A painful incident was that of an uncle who insisted the matter be settled immediately as the paedophile’s family had pleaded to be pardoned.

“That was the end of the case as the victim was returned back to her relatives.

“For a case of defilement to succeed, the victim is also a vital witness.”

Former National Security Adviser, Col. Sambo Dasuki (rtd)

 

The Federal High Court in Abuja has adjourned the continuation of the trial of former National Security Adviser, Sambo Dasuki, to March 11 and 12.

Justice Ahmed Mohammed adjourned the case following the withdrawal of some applications filed by Dasuki challenging his illegal detention by the Nigerian Government.

Recall that Dasuki was held illegally by the government in disregard for various court orders asking him to be released.

He was eventually released on December 24, 2019.

At the resumption of his trial on Thursday, Dasuki, through his counsel, Olukayode Ariwoola, informed the court of the decision to withdraw the two applications on the grounds that the applications had been overtaken by the event of the release of his client.

The prosecutor, Dipo Okpeseyi (SAN), said he had no objection to the request to have the applications withdrawn.

The trial judge subsequently struck out the applications and adjourned the trial till March 11 and 12, 2020.

The former NSA is standing trial on two separate sets of charges of alleged diversion of funds for the procurement of arms meant for fighting Boko Haram in the North-East region of Nigeria.

Nigeria’s Attorney-General and Minister of Justice, Abubakar Malami (SAN), has said that he never at any time opposed the formation of ‘Operation Amotekun’ by South-West governors but rather advised them to enact laws to support the establishment of the security outfit.

Malami’s comments on Thursday followed a backlash that trailed his earlier position last week when the governors inaugurated ‘Operation Amotekun’.

While appearing for a radio programme in Abuja on Thursday, “I was misinterpreted on Operation Amotekun, I did not say it's Illegal.

“I said the Operation Amotekun should be properly backed by law, so if at the end of this government, if the operation has been backed by law, any government that eventually succeeds this government will not rubbish the operation.

“I said if they failed to enact a law in support of Amotekun in the South-West region of Nigeria, another government can come and say it's Illegal and this is because it is not backed by any law.

“So, it just an advice to the state governor to use their powers and the House of Assembly in their various states to enact a law that will make the operation more effective.”

The Economic and Financial Crimes Commission has finally arraigned Nigeria’s former Attorney-General and Minister of Justice, Mohammed Adoke.

Adoke was arraigned on 42 counts of fraud and money laundering at the Gwagwalada Division of the High Court of the Federal Capital Territory, Abuja.

Adoke pleaded not guilty to the charges read to him.

Adoke, who was involved in the controversial Oil Prospecting Licence 245 deal to the tune of over $1.2bn, was extradited from the United Arab Emirates.

Recall that SaharaReporters had reported that Interpol arrested Adoke when he visited Dubai on a business trip.

He was deported to Nigeria and handed over to the EFCC for prosecution.

Contrast the global scrutiny that’s now faced by Isabela dos Santos with the royal treatment being accorded a confirmed African kleptocrat, Uganda’s Gen. Yoweri Museveni.

Dos Santos faces a barrage of attacks and criminal investigations and possible charges following revelations reported in The New York Times from the “Luanda leaks” that several Western accounting firms and consultants aided and abetted her schemes that led to alleged theft of hundreds of millions of dollars from Angola.

On the other hand, Gen. Museveni, the militarist ruler of 34 years was in London this week attending the U.K-Africa Summit and claimed he's now on a crusade to fight corruption.

Ever since he was exposed in 2018 in a U.S. court trial as a corrupt tyrant, Gen. Yoweri Museveni, Uganda’s militarist ruler, has been on a public relations campaign to prove that he’s serious about “fighting” corruption.

Museveni recently participated in a widely mocked “march against corruption” in Uganda. 

How can a confirmed kleptoctrat fight corruption? 

If Gen. Museveni were indeed serious, he would surrender at the nearest police station. He would take his foreign minister and in-law, Sam Kutesa, with him.

In a U.S. federal court trial in December 2018, a Chinese national was convicted of paying a bribe of $1m, which was split between Museveni and Kutesa on behalf of a Chinese company for business concessions including in the oil industry. Other incentives for the corrupt duo was a promise of joint venture companies with the families of Museveni and Kutesa and the Chinese company, CEFC China Energy. 

Yet, this week, both Museveni and Kutesa, who is peerless in the annals of Uganda’s corruption scandals, were in London attending the U.K-Africa Summit hosted by British Prime Minister, Boris Johnson. 

Museveni told scores of potential investors during one gathering that opportunities abound given that the Africa Continental Free Trade Agreement officially launches in July. The historic agreement lowers tariffs across the continent and will boost by billions of dollars intra-Africa trade and create economies of scale.  

Museveni, the shameless cynic, warned that with increased opportunities come more temptation for corruption. Taking bribes from potential investors to facilitate business transactions was a no-no, he said. He claimed he’d been cracking down and that he recently arrested some corrupt officials. He didn’t reveal that these were small fish and that their arrest was a public relations gimmick.

Here are some of the things the pathological liar did not tell his audience. 

In March 2019, the Chinese national and former Hong Kong Home Affairs minister, Chi-Ping Patrick Ho, was sentenced to three years in prison by Judge Loretta A. Preska of U.S. Federal District Court in Manhattan. He was convicted in December 2018, following a jury trial, of paying a $1m bribe split between Gen. Museveni and foreign minister Kutesa.

The bribe payment was on behalf of CEFC China Energy, a Shanghai-based company, for concessions in the oil industry and for other businesses including in tourism; construction of a China-Town themed casino on an island in Lake Victoria; and infrastructure construction. The CEFC plan to form joint venture companies with the families of Gen. Museveni and Kutesa would further enriching the corrupt pair. During the one-week trial blown-up photographs of Museveni and Kutesa were on display in the courtroom for jurors. Museveni’s photograph was labelled Government Exhibit 1510 17 Cr. 779 (LAP), while Kutesa’s was labelled Government Exhibit 1504 Cr. 779 (LAP).

The trial was widely covered although, conspicuously, it was ignored by the BBC which seems to have a cosy relationship with the Ugandan dictator. He is supported by the U.K with aid from British taxpayers’ money so that could explain the BBC news blackout. Whether by design or not, British taxpayers have been kept in the dark about the true nature of Museveni and his regime when it comes to corruption. Likewise, the U.K business community are not able to adequately assess the risks involved in dealings with Museveni and his officials.

Soliciting and accepting bribes are certainly crimes. How does a major media company conclude that this is not relevant information for British taxpayers, including businesses?

The focus of The New York Times' story on the “The Luanda Leaks” is on how Western accounting firms and consultancies helped billionaire Isabel dos Santos in her alleged embezzlement. Her father Jose Eduardo dos Santos was president of Angola for 38 years from 1979 to 2017.

The cases of Museveni and Kutesa demonstrate clearly that the Western establishment routinely aid and abet corruption in Africa. 

Museveni has ruled Uganda for 34 years, having rigged multiple elections. He and chief capo and in-law, foreign minister Kutesa —who’s been in the same post for 15 years— have both been implicated in past corruption scandals. Museveni was alleged to have accepted a bribe from ENI and Kutesa from Tullow Oil company, which the companies denied; Tullow is in the process of selling off its interest in Uganda’s oil business due to unrelated matters. 

Kutesa was also implicated in the theft of $27m from funds set aside when Uganda hosted the Commonwealth Heads of Government Conference in 2007. The U.K Government shortly after had considered revoking Kutesa’s visa and was expected to ask for U.S. support according to a cable from the U.S Embassy in Uganda. The cable said the British had also considered barring other Ugandan officials and that the “primary target is Foreign Minister Sam Kutesa…” whose corruption the American embassy considered “...egregious…”

Kutesa was involved in another major theft revealed by this media outlet Black Star News. He took the helm as President of the United Nations General Assembly in 2014. It turns out Kutesa had billed the U.N about $30m in the preceding five years before he took that job, through his private company, Entebbe Handling Services (Enhas). He was the owner of the company even while Uganda’s foreign minister. Enhas had contracts to handle operations associated with the U.N’s peacekeeping in East and Central Africa. This means when Uganda invaded Congo, as it did multiple times, and South Sudan, there were additional U.N operations. Kutesa’s company made more money as a result of the wars instigated by Museveni and Kutesa. More deaths in Congo and Sudan meant more U.N missions and billings for Kutesa's Enhas company.

Kutesa had clear conflict of interest and the U.N never would have awarded Enhas the contract had he informed it of his ownership. When this publication confronted the U.N with the evidence of Kutesa’s deception, and therefore fraudulent billings of about $30m, the U.N removed the links to the invoices paid out to Enhas from its website. The U.N also declined to reveal whether it has tried to recover funds from Enhas. The U.S. contributes more than one-third to the U.N’s operations, meaning at least $10m of the money stolen by Kutesa belongs to American taxpayers.

Here’s how the CEFC bribe to Museveni and Kutesa evolved. 

Kutesa met Patrick Ho while he was the General Assembly president. Ho operated an NGO at the United Nations, which was a front for him to develop relations with diplomats like Kutesa. Ho was wined and dined at Kutesa’s official residence in New York and eventually the pair developed their corrupt enterprise. Kutesa boasted to Ho that Museveni was his in-law, court documents in the December 2018 trial, revealed.

Kutesa’s cut of the $1m bribe was wired to him through a New York bank branch into his account in Uganda, in 2016, giving the U.S jurisdiction. By that time Kutesa’s term had ended as General Assembly president and he’d returned to Uganda. After Museveni stole the 2016 vote from Dr Kizza Besigye, candidate for the Forum for Democratic Change (FDC), he invited Ho for his swearing-in. Ho flew in to Uganda in a Gulf-stream jet accompanied by other CEFC executives to meet Museveni, Kutesa, and other Ugandan officials including in the oil industry. He also brought with him $500,000 in cash wrapped as “gifts” for Gen. Museveni, the federal jury trial in New York found. Kutesa’s wife Edith helped Ho and his delegations clear custom with the “gifts” documents at the trial, showed. 

With the conviction and sentencing of Ho, you’d think some major corporate honchos would want to stay as far away from Gen. Museveni as possible, unless aiding and abetting corruption are indeed part of their business model. TOTAL is negotiating with the Ugandan dictator and in December the CEO, Patrick Pouyanne, flew to Uganda to meet with Museveni. The Chinese government reportedly detained Ye Jianming the CEO of CEFC China Energy, the company that bribed Museveni and Kutesa. Yet, China National Offshore Oil Corporation (CNOOC) is negotiating with Museveni. The U.S. ambassador to Uganda, Deborah Malac, also lobbied Museveni on behalf of American business interests in Uganda’s oil sector, disregarding her own government’s case against Ho for bribing the dictator she wanted to conclude a deal with. Malac boasted of calling the dictator a dozen times to lobby him.

Museveni bargains off Uganda’s national assets with no legislative oversight by Uganda’s Parliament. He is a law unto himself. No wonder he and Kutesa accept bribes along the way. How does TOTAL’s CEO Pouyanne justify his dealings with Museveni to the company’s shareholders, especially now, after the “Luanda leaks” expose of Western collusion in corruption in Africa? How does he justify this to TOTAL’s board of directors?

Gen. Museveni was not forthcoming with the whole truth in his business pitch with potential investors in London this week.

Ugandans in London held protests against his visit – calling for a travel ban – but not a single reporter confronted him and Kutesa about the $1m bribe from Ho. A kleptocrat can’t fight corruption.
