Governor of Edo State, Mr Godwin Obaseki, will on Saturday begin his campaign for re-election into office.

Special Adviser to Governor Obaseki on Media and Communication Strategy, Mr Crusoe Osagie, disclosed in a statement that the campaign will commence by 10:00am at the Samuel Ogbemudia Stadium in Benin City, the state capital.

He said the event would be conducted in line with the Coronavirus protocols outlined by the Nigerian Government.

The statement reads, “Governor Obaseki has performed excellently. 

"His campaigns will be showcasing excellent governance and unmatched leadership positives. 

"The acceptance is resounding and deafening and come September 19, 2020 the governor will be re-elected for a second term in office to consolidate on his people-oriented projects and reforms.”

Obaseki defected from the All Progressives Congress to the PDP earlier in June after falling out with the party's former National Chairman, Adams Oshiomhole, whom he succeeded as governor.

The two men became adversaries over the tussle to control political affairs in the state.

Obaseki comes up against several notable candidates including Osagie Ize-Iyamu of the APC during the September 19 governorship election.

“The PDP has posters and billboards all around the place. In fact, they started before us by putting billboards around the place. We got agents to help us ask the state government how much we need to pay for the available spaces, they told us and we paid.

“However, a top government official said how can they allow APC to have billboards in strategic locations? He then ordered them to go and remove the billboards. So, they began to remove our billboards.

“Rather than resolve to violence, we wrote a petition to the Commissioner of Police, we also did the same thing to Director of DSS and Hon. Patrick Obahiagbon addressed the press where he advised the PDP to be accommodating, tolerant, and avoid things that could trigger violence.

“We could have taken the law into our hands by destroying their billboards also but we didn’t do it. From then till now, they have not mentioned that one of their billboards was destroyed. They destroyed our billboards at night, we too could have done any of their own at night but we just left it.

“So, let me assure that by the grace of God, there will be no violence.”

Edo is one of the states in Nigeria's Niger Delta region where elections are usually characterised by violence and ballot box snatching.

Despite the presence of security personnel, many deaths occur during elections into key positions in many parts of the country.

Garba Shehu, Senior Special Assistant to President Buhari on Media and Publicity, said this in response to a call by the Peoples Democratic Party for the resignation of Buhari.

The PDP said Buhari abandoned his promise to fight corruption during electioneering campaigns in 2015 and 2019.

Prince Uche Secondus, National Chairman of PDP, cited ongoing corruption investigations of the Niger Delta Development Commission, North-East Development Commission, Nigeria Social Insurance Trust Fund, Economic and Financial Crimes Commission and others as part of reasons forming their call for his resignation.

In response, Shehu accused the PDP of preferring Buhari not to investigate corruption, noting that the President was determined to continue the crusade against corruption.

The statement reads, “At a time when the whole world is unifying to confront a common enemy, Nigeria’s opposition party, the Peoples Democratic Party, has launched a whirlwind campaign promoting undemocratic values, the latest manifestation of which is the call for President Muhammadu Buhari’s resignation for allowing audits and investigation into several agencies of government including the Economic and Financial Crimes Commission, EFCC.

“Based on the statement issued by the embattled Chairman of the party, Prince Uche Secondus, it is clear that they would have liked the President to not investigate but to cover things up: to not wake the sleeping lion as voiced by another of their leaders.

“In a democracy, an opposition party is as critical to the system as the ruling party but in the case of Nigeria, the leading party in opposition is afflicted by a life-threatening sickness, the undemocratic pandemic as a result of which they are trading away the nation’s democratic values.

There was a clash between protesters and police in Portland on Friday as the #BlackLivesMatter entered day 56.

The federal agents fired tear gas canisters at the protesters as they gathered at midnight, Reuters reported.

The protesters said they were hit with projectiles and lasers as the federal agents pushed them back up a block from the federal courthouse.

Security forces have frequently tear-gassed and clubbed demonstrators during the unrest.

The U.S. Justice Department said on Thursday it would investigate the use of force by federal agents in Portland after another night of unrest in which Mayor Ted Wheeler was tear-gassed.

Earlier on Thursday, a federal judge issued a temporary restraining order barring federal law enforcement from using force against journalists and legal observers at the Portland protests.

Prince Uche Secondus, National Chairman of the PDP during a press conference on Friday, accused Buhari of abandoning his promise to fight corruption during electioneering campaigns in 2015 and 2019.

The Nigeria Police Force said it had arrested all four of its officers involved in the harassment and molestation of a lady found at a scene of an arrest.

Some officials of the force had gone from Lagos to Ibadan, Oyo State, to arrest a suspected criminal when a lady identified as Towobola was met at the scene.

The officers harassed her by asking her vulgar and sensual questions.

The Inspector-General of Police, Mohammed Adamu, condemned the act of the officers and ordered a discreet investigation into the circumstances surrounding the dehumanising treatment of the lady.

The police said following an investigation, three of its officers and one civilian accomplice, who participated in the unprofessional act, were identified, while two had been arrested.

In an update on the case today (Friday), the police said the other two persons involved had been arrested.

"The Nigeria Police have arrested the remaining two persons involved in the dehumanizing treatment of a female citizen in a viral video making the rounds since Wednesday, 22nd July, 2020, bringing the total number of persons now in police custody to four.

"The two additional persons arrested are CPL Aiyedun Akeem and one Ope Owoeye -- the civilian accomplice popularly known as ‘Wyclef’. Recall that ASP Tijani Olatunji and Inspr Gboyega were earlier arrested for their involvement in the case," the police disclosed via its official Twitter handle.

The police said investigation was still ongoing after which the internal disciplinary procedures will commence for the officers.

The police also stated that police detectives from the State CID, Panti, Yaba, Lagos, have established contact with the victim with assurances that justice will be done.

A Federal High Court sitting in Lagos has declared the military exercise tagged Operation Positive Identification by the Nigerian Army as illegal. 

Human rights lawyer, Femi Falana (SAN), had on October 25, 2019 filed a suit against the Nigerian Army, the Chief of Army Staff, and Attorney-General of the Federation over the exercise.

Falana asked the court to declare the operation as unconstitutional, illegal, null and void.

Justice Rilwan Aikawa in his ruling on Friday said the army had no power to breach Nigerians' rights to free and unrestricted movement as guaranteed by the constitution.

The Attorney-General of the Federation, Abubakar Malami, had earlier filed a response, praying the court to dismiss Falana's suit.

Malami was represented by Dayo Apata (SAN), who argued that the human rights lawyer lacks the locus to institute the case.

Dismissing the Attorney-General's objections and the Nigerian army, Justice Aikawa held that the applicant had the locus standi to have brought the case before the court.

The judge held that the plaintiff had locus since the planned military action will affect his (Falana) fundamental rights as guaranteed by the Nigerian constitution as well as other Nigerians.

The court also restrained the respondents from carrying out the operations as planned, while declaring that such operation will violate the rights of Nigerians to their constitutionally-guaranteed freedom of movement.

Upholding the arguments, the court dismissed the respondents preliminary objections, holding that the plaintiff had locus standing to institute the suit as well as declaring that the army had no right to breach the fundamental rights of Nigerians to move freely within the country.

The United States Food and Drug Administration has authorised the marketing of IQOS, Philip Morris International’s electrically heated tobacco system, as a modified risk tobacco product (MRTP), a report by allafrica.com, has said.

In doing so, the agency found that an IQOS exposure modification order is appropriate to promote public health.

It was stated that the decision demonstrates that IQOS is a fundamentally different tobacco product and a better choice for adults, who would otherwise continue smoking.

 

It is said to be the first and only electronic nicotine product to be granted marketing orders through the FDA’s MRTP process, the report revealed.

The report further stated that the product, scientific research had shown, posed almost no risk for users’ health.

Millions of users in the United States and other countries are said to have switched to this mode of smoking.

This decision follows a review of the extensive scientific evidence package PMI submitted to the FDA in December 2016 to support its MRTP applications.

Commenting on the FDA’s announcement, André Calantzopoulos, PMI’s Chief Executive Officer, said, “The FDA’s decision is a historic public health milestone. Many of the tens of millions of American men and women who smoke today will quit—but many won’t. The decision makes it possible to inform these adults that switching completely to IQOS is a better choice than continuing to smoke.

“FDA determined that scientific studies show that switching completely from conventional cigarettes to IQOS reduces exposure to harmful or potentially harmful chemicals.

“IQOS is a fundamentally different product than combustible cigarettes and must be regulated differently, as the FDA has recognised.”

Residents of Lagos have cried out over the decision of the Lagos Bus Service Ltd. to hike the fares on all its routes by 46 per cent. 

Some residents of the state, who spoke with SaharaReporters, said it was unfair for the service to increase prices and operate at full capacity simultaneously.

The Managing Director of Lagos Bus Service Ltd, Idowu Oguntona, said in a statement on Monday that it had received approval from the Lagos state government to increase the price of its services by an average of 46 per cent, transport passengers to full capacity and ply the Bus Rapid Transit corridor.

Oguntona said the incentives it obtained would come into effect on August 1 2020. 

Isaiah Oluwatobi, a media practitioner, described the Lagos State government's incentives to LBSL as insensitive. 

He said the state government should reverse its decision to allow the operator to operate at full capacity because they would be putting the health of Lagosians at risk.

"Lagos State government has chosen to be insensitive to the plight of residents at this Coronavirus period. While other countries are giving their people palliatives, our government are extorting and exploiting us.

"The decision to increase the bus fare is not only ridiculous but also inhumane, considering that they also permitted the bus operator to operate at full capacity. It shows they don't care about the health of Lagosians.

"I hope they immediately reverse the decision of the buses carrying full passengers as it goes against the safety precautions of COVID-19," he said. 

Mr Oguntona said in the statement that the permission to run at the maximum was timely, as the company made a 72 per cent loss when it was mandated to carry just 20 passengers.

Unlike the Primero operated blue buses which have the sole right to the BRT corridor till August 1 and commercial bus operators, LBSL chose to maintain its pre-COVID-19 induced lockdown fare. Before the pandemic struck, its prices were below that of commercial bus operators.

An entrepreneur, Cornelius Itepu, however, said it is fair for the LBSL to now decide that it wants to function at the prevailing market rate.

"Their prices were lower than that of commercial bus operators before COVID-19," Itepu said. "I'm guessing they were getting some form of subvention from the Lagos state government. It is fair that they now want to run at fair market value. If they choose to go higher than the market, people will stop using their services," he said.

Oguntona said that LBSL had been permitted to increase its capacity from 20 to 42.

Itepu said that although he had not counted the number of seats in any of the vehicles, he believes LBSL should be able to maintain the Nigeria Centre for Disease Control's (NCDC) 's guidelines on the containment of COVID-19. 

Anike Bamise, a web developer, said LBSL operated vehicles that run the Ikeja to Berger route had been carrying full capacity since the lockdown was lifted. 

She says even though passengers are mandated to wear face masks before boarding, she does not feel the trips she made on those journeys were safe.

"They have been operating full capacity since. Even though they make sure everyone entering puts on face masks — which they remove when they enter, and they use perforators to tear tickets, not their hands, it is still unsafe."

Ms Bamise said the price increase was general and she had already prepared for the hike. "The price increase is general. I already expected it. They did not raise fares when others were doing so," she said.

Another resident, Habeeb Olalekan, said it was unfair for the state government to give LBSL the concession to operate at full capacity and still increase its fare. 

"The Lagos State government is helping LBSL to cheat us," he said. "Now is not a time to be increasing prices, it would worsen the inflation Nigerians are enduring. We are suffering an increased tax burden; every morsel of help we receive from our weak government institutions is thinning out."

Gunmen have kidnapped four Chinese construction workers in Cross River State.

The police spokesperson for the state, Irene Ugboh Itohan, confirmed the incident to the BBC.

She said a policeman working with the Chinese nationals was killed during the abduction which happened near a quarry site in the remote area of Akampka on Tuesday night.

Security personnel have been deployed to search for the expatriates.

It is not yet clear why the gunmen seized them, but kidnapping for ransom is rampant across Nigeria with both locals and foreigners targeted.

In some cases, the abductors kill their captives if their demands are not met.

She said a policeman working with the Chinese nationals was killed during the abduction which happened near a quarry site in the remote area of Akampka on Tuesday night.

Security personnel have been deployed to search for the expatriates.

It is not yet clear why the gunmen seized them, but kidnapping for ransom is rampant across Nigeria with both locals and foreigners targeted.

In some cases, the abductors kill their captives if their demands are not met.

The Nigerian government says the Madagascar COVID-19 herb syrup did not show any evidence that it has real curative properties against COVID-19.

The Minister of Health, Dr Osagie Ehanire, disclosed this in Abuja at the 52nd Joint National Briefing of the Presidential Task Force (PTF), on COVID-19, News Agency of Nigeria reports.

According to him, the National Institute of Pharmaceutical Research and Development (NIPRD), has shared its final report on the evaluation of the COVID Organics from Madagascar.

He said that the initial report showed that its main ingredient is the same as Artemisia annua.

"While the preparation at high dose showed activity in reducing the frequency of cough, it did not show any evidence that it has real curative properties against COVID-19.

"However, we shall continue to support all genuine efforts toward finding local COVID-19 cures," Ehanire said.

The minister also said that COVID-19 cases recorded daily over the past weeks now fluctuate within the 500 to 700 bracket, with 543 new cases in the past 24 hours.

"Accordingly, the nation's confirmed total number in Nigeria so far is 38,344, of which 15,815 were successfully treated and discharged.

"We have regrettably recorded 813 fatalities, mostly with co-morbidities and tested a total of 247,825 persons in all.

"We can rightly assume from the exponentially increasing numbers that the pool of potentially infectious persons in the community is rising," he said.

He, however, commended persons of influence in society, who tested positive for COVID-19 and came out publicly to declare it.

Ehanire noted that those concerned did the nation a lot of good by showing that there was no shame and nothing to hide about COVID-19, and they also contributed immensely to building confidence in the health system.

While commending the nation's health care providers for their efforts, the minister said despite this, the focus was still on prevention, being better and cheaper than cure.

Ehanire said that the Federal Ministry of Health, through the Nigerian Centre for Disease Control (NCDC), now had 59 molecular diagnostic laboratories for COVID-19 tests activated.

He added that with a little improvement in logistics, lack of availability of testing capacity should not be a tenable excuse any more.

Speaking on some of the seemingly confusing symptoms of COVID-19, the minister said that although COVID-19 could present with symptoms like fever, similar to malaria, "it is not malaria".

"Symptoms like cough, sore throat, fever, loss of sense of taste or smell, difficulty in breathing, headache, and less commonly, diarrhoea, body pain, catarrh, shivering, fatigue, especially when several symptoms occur together, are suggestive of COVID-19.

"A test is required," the health minister advised.

Executive Director of the Rule of Law and Accountability Advocacy Centre, Okechukwu Nwanguma, has called on the Imo State Commissioner of Police, Isaac Akinmoyede, to order an investigation into the case of illegal arrest, torture and detention of 16-year-old Chimezie Wisdom.

Nwanguma held that Wisdom was illegally arrested by members of the community's vigilante group led by the Youth Leader, Camilus Ike, on July 6, 2020 and taken before the traditional ruler of Umuoma, Ogbe, Ahiazu Mbaise LGA.

He said the traditional ruler and members of the vigilante group tortured the boy, inflicted grievous bodily injuries on different parts of his body, hit him with sticks and used fire from a burning wood to burn his body in a bid to force him to confess that he was an armed robber.

He also said members of the vigilante group also used machetes to brutalise the boy even as he continuously denied the allegation.

He stated that when the intervention of the police was sought, officers of the Imo State Police Command extorted the boy’s father.

Nwanguma said, “Mr Chimezie Joseph said he went to the traditional ruler and pleaded for the release of his son and the traditional ruler demanded the sum of N5000 from him in addition to another sum of N2500 which he said was in lieu of traditional hot drink for him as a traditional ruler to go and 'beg' the police to release his son. 

But it turned out that the traditional ruler merely defrauded him.

“Mr Chimezie Joseph said on one of the days he visited to see his son, Officer Tom directed him to one lawyer identified as Iwu whom he said asked him to bring the sum of N80,000 for him to facilitate the release of his son. He said he had to call his brother who is based in Lagos to send him the money, which he handed over to the lawyer yet his son was not released.

“Officer Tom continued to ask him to bring an additional N250,000 without which, he would not release his son and further threatened that his son will go to jail if he doesn't bring the money.

“Mr. Chimezie Joseph said he had to approach the traditional ruler again, still pleading the innocence of his son and appealing for his release. He said the traditional ruler asked him to give up his 'land or company' or give him the sum of five hundred thousand naira for his son to be released.”

The Executive Director of RULAAC said while processing the bail of the boy, because the boy's father did not provide the additional money which office Tom demanded for bail, he threatened that he would re-arrest the boy and hand him over to SARS.

He stated that the boy find was still bearing untreated serious bodily injuries.

“He needs serious medical including psychological rehabilitation.

“He said he was detained bare-bodied and was untreated of the injuries and hardly ate or had any bath during the period of 16 days of his unlawful detention,” he said.

He urged CP Akinmoyede to investigate the conduct of officer Tom for indefinite detention, inhumane treatment, intimidation and extortion of bribe.

“He should return all the money he and his lawyer-ally extorted from Mr Chimezie Joseph.

“We also call for an investigation of the activities of the the traditional ruler of Umuoma, Ogbe, Ahiazu Mbaise LGA Eze Patrick Ihuoma, and members of the community vigilante group led by the Youth Leader, Camilus Ike, for extortion and torture,” he added.

Lagos State Commissioner for Health, Prof Akin Abayomi, has said that the government spends up to N1m daily on each COVID-19 patient in critical condition.

Speaking at a press briefing on Thursday, Abayomi said the state may experience the peak of Coronavirus by August.

According to him, the government spends averagely about N100,000 daily to treat a mild patient while it costs about N500,000 to N1,000,000 to treat a patient with a serious case.

He said, “To treat mild to moderate case patients in our isolation centre is somewhere in the region of N100,000 per day.

“That gives you an idea of the amount of money the government is spending on COVID-19 isolation facilities and COVID-19 care.

“If you require high care or intensive care, that amount can go up to anything from N500,000 to even a million naira per day, depending on the complications of the case.

“Do you need ventilation, dialysis, intravenous antibiotics; every case is different, so it is difficult to calculate exactly how much a patient in high care or intensive care would cost.”

According to the Nigeria Centre for Disease Control, Lagos currently has 13,806 confirmed cases of the deadly virus.
